ATTORNEY-ADVISOR (CONTRACT)

Summary The primary purpose of this position is to serve as the senior attorney and principal legal advisor on the most complex acquisition matters regarding intellectual property, acquisition risk management, data acquisition management, software development and readiness support. Responsibilities Senior attorney and subject matter expert in the most complex Government contract matters. Senior attorney and subject matter expert in Government intellectual property matters. Performs other legal duties as assigned by the Staff Judge Advocate. Provides expert counsel to contracting and program management personnel regarding the formation, negotiation, administration, and termination of contracts and other legal agreements under applicable laws and regulations with a focus on the Federal Acquisition Regulation (FAR), the Department of Defense (DFARS), the Air Force (AFFARS) supplements, and statutorily derived Other Transaction Authorities (OTA) supporting global procurements. Provides legal and technical support to command evaluating sole source contracts to determine if reverse engineering is a cost/benefit viable option to include participating in value engineering cost/benefit analysis associated with reverse engineering and spare parts breakout decisions. Requirements Conditions of Employment Qualifications GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of “active” status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in “active” status. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. Level of Supervision. Note: Attorneys performing duties in GS-15 positions are expected to perform with substantial independence, even when working on the most complex or difficult matters. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, regulations, precedents and procedures related to Federal Government contract law, with a special emphasis as Subject Matter Expert for Intellectual Property, Data Rights and Technology Licensing support. 2. Ability to effectively interpret and apply law, concepts, and recommend changes in legislation, policy, or regulations. 3. Ability to effectively communicate, both orally, and in writing. 4. Ability to direct, coordinate, and review the concentrated efforts of teams of personnel from the legal, requisition, program management, engineering, logistics, and other career fields. 5. Ability to recognize and appropriately handle issues of precedent setting nature, sensitivity, or importance to agency goals, national and international security, or high public interest. 6. Skill in performing extensive legal research and analysis in the complex area of partnering law with little precedence. 7. Skill in presentation of and in opposition to evidence and arguments made in third party proceedings, and in negotiating techniques to to protect the client partnering initiatives. 8. Skill in writing sound and persuasive memorandum, briefs, reports, plans, and pleadings. 9. Skill in representing and advocating for the Air Force with Congressional delegates and other personnel at all levels of the Federal Government. 10. Ability to mentor, assist, train less experienced attorneys as well as commanders, managers and personnel specialists in the evaluation of complex legal issues relating to federal acquisition laws, regulations and policies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
