The Operations Supervisor provides oversight of operations and supervision of staff in assigned area of responsibility of plant operations, pipeline operations, and/or technical craft specialties, such as Mechanical, Measurement, or Instrument and Electrical (I&E). Ensures safe and reliable system operations through use of efficient processes and best practices. Also responsible for safety of all personnel in assigned area, compliance, preventative maintenance, computerized maintenance management system (CMMS) efforts, training and mentoring, budgeting, and forecasting, managing employee development, interacting with customers, and building producer/customer relations. Responsibilities May Include:

Responsible for safe and reliable operations in assigned assets, region, and/or technical craft function

Supervises operations personnel by planning and scheduling work, providing work direction, performance feedback and training

Creates skills development plans for each employee and ensures progress is made in their training

Serves as liaison between the asset, environmental compliance, as well as various state and federal agencies ensuring the asset remains in compliance with all requirements

Promotes and ensures full compliance with company safety programs and serves as a resource for compliance activities

Establishes and maintains good relationships with landowners with whom the company has right-of-way access for pipe and other equipment

Coordinates with Commercial and Engineering teams providing input and ideas on projects related to gas acquisition opportunities and ongoing expansion projects

Works with Operations, Engineering, Health and Safety, and Environmental Compliance and Permitting on design reviews, preconstruction items, Process Hazard Analysis (PHA), Management of Change (MOC), and Pre-Startup Safety Review (PSSR) to ensure facilities are constructed and operated per permit requirements

Reviews and analyzes various operating data from supervisory control and data acquisition (SCADA) to monitor compliance with our air permits, spill prevention, control, and countermeasure (SPCC) Plans and Storm Water permits

Improves reliability and efficiency of team’s systems and processes while reducing risk and striving for operational excellence

Works directly with our Integrated Collaboration Center (ICC) to ensure maximum optimization, performance, and cost saving opportunities

Works with Scheduling, Pipeline Control, and other support groups to provide a superior level of service to each of our customers

Responsible for oversight of maintenance functions such as mechanical or electrical and instrumentation as well as new installation

Works cross-functionally with other leadership to ensure electrical and instrumentation needs are being met

Maintains a working knowledge of environmental regulations and Company policies concerning the handling and disposal of hazardous and non-hazardous waste

Recommends capital improvements and replacements, and asset retirements

Manages the daily and periodic administrative tasks incidental to area operations and maintenance such as the preparation or verification of operating and maintenance reports, accounting records, receipt and delivery tickets, and other documents required by the Company or government entity

Participates in periodic internal and outside agency audits to ensure full compliance with all applicable federal, state, and local statutes, regulations, and requirements

Demonstrates sound judgment in relationships with employees, contractors, landowners, and customers; models and always promotes a culture of safety and compliance

Fulfills people leader responsibilities including hiring, staffing, and firing decisions, employee training and development, performance evaluation and issue remediation, and budget planning and control as well as creating a culture of respect where diversity and inclusiveness are valued

Responsible for setting and adhering to a budget

Performs other related duties as assigned to meet the ongoing needs of the organization

Required Qualifications:

Legally authorized to work in the United States on a regular full-time basis without restrictions

High School Diploma or equivalent

Valid drivers license and acceptable driving record

5 or more years experience in the oil and gas industry

2 or more years of experience in one or more of these areas: Experience operating Natural Gas Liquids (NGL) pipelines and pumps; experience with gas gathering and compression maintenance as well as operating experience; experience with mechanical, measurement, instrument, or electrical maintenance associated with gas gathering and compression

Working knowledge of gas gathering processing, pipelines, and technical crafts

Willing and able, with or without reasonable accommodation, to:

Travel occasionally

Work in both inside and outside conditions that include inclement weather, heat, and humidity

Regularly stoop, squat, kneel, and/or crouch for durations up to 3 minutes

Occasionally exert pulling force of 130 pounds

Frequently lift and carry objects up to 50 pounds

Occasionally climb A-frame ladders

Preferred Qualifications:

Previous supervisory/leadership experience

Strong communication skills, interpersonal skills, and ability to build relationships

Ability to work independently as well as part of a team

Phillips 66s Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals.
