The division of Employment and Training, Workforce Development Programs work unit exists to administer, process, set policy, write procedures, and monitor the Work Opportunity Tax Credit (WOTC) program, Federal Bonding, and the Foreign Labor Certification (FLC) program(s) that reside within the Business Innovation and Strategy Unit within Workforce Development Programs (WDP). In addition, this unit is responsible for ensuring program integrity and compliance with Federal legislative mandates, providing advocacy for client groups served by the department, and to serve as a liaison with the State and Federal agencies and organizations involved in planning and developing employment and training services.
This position functions as a member of the Business Innovation and Strategy team to operate the statewide Work Opportunity Tax Credit (WOTC), Federal Bonding, and Foreign Labor Certification program(s) statewide. The unit determines eligibility for the WOTC, Federal Bonding, and FLC program(s) and can include but not be limited to: reviewing documentation/files/forms, working with and providing technical assistance to employers, workforce centers, the National Processing Center, and other stakeholders, contacting collateral sources, and computerized records to verify applicant status and family income, issuing certifications in accordance with Federal and State guidelines to enable employers to claim the credit when they file their income tax return; to assist employers, consultants, and community-based organizations to effectively utilize the programs.
This position will inspect new and existing housing units for recipients of H2A (agricultural) visas. There is regular communication with the statewide coordinator for H2A housing in order to ensure inspections are completed on a timely basis. Communication will encompass changes to program rules, documentation requiring emergency/extraordinary clarifications or new inspections. Must maintain tracking tools to eliminate or reduce the need for emergency inspections. Must maintain contact information on program employers to coordinate and facilitate inspection related activities and needs. Must maintain inspection files providing the ability to forward documentation to end users. Provide new inspection documents to Denver FLC, employer agents and employers via email. Inspect non-range fixed housing every year and inspect fixed range and mobile housing at least every 3 years. In addition to the inspection, this position will manage the territory where the inspections occur. This includes scheduling the inspections; creating work lists; reviewing violations; and recording inspection findings. Will be required to educate H2A visa applicants, responsible parties, and/or interested stakeholders about the adopted national and state labor housing installation requirements, including maintenance and operation requirements. This position will inspect and evaluate labor-housing conditions to determine if it complies with current codes. This position requires extensive travel to and from housing sites, often located in remote areas on dirt roads. Use of a personal vehicle may be required (mileage will be reimbursed). In addition, this can be a labor-intensive job which requires the employee to be able to climb ladders, carry heavy boxes of equipment, bend, stoop or crawl during the inspection process. Will also be required to execute Employer Practice and Prevailing Wage surveys to Agricultural employers across the State and conduct post certification field checks for H-2A and H-2B employers
