The Projects Controls Manager (PCM) exercises authority delegated by Management and under direction addresses critical issues, develops new concepts, and executes overall objectives and policy matters in support of the Department mission. The PCM applies extensive and diversified knowledge of project control management principles and practices relevant to budgets, administration, and management to support the project in meeting technical, cost and schedule objectives. A principal element of this function is to maintain knowledge of compliance requirements and to ensure that these requirements are met at the project level through policies and procedures.
Responsibility:
Responsible for preparing and updating resource loaded schedules
Produce critical path method schedules and associated progress reporting, cost reporting, and project analysis
Track and maintain project schedule and budget in the company’s project management system of record
Review of payment applications for general contractor, architect, consultant, and vendor accounts on a monthly basis and provide recommendation for approval or revisions
Lead project close-out process. Responsible for ensuring that project close-out packages are complete. Take ownership of close-out process, including identification of required close-out documentation, management of vendors for timely and complete submittal, and review of close-out documentation with stakeholders, including final hand-over to facilities
Responsible for supporting general project control functions, including planning, tracking, analysis, and reporting on multiple projects of varying type, size and complexity
Involves significant interaction with project management, technical personnel, external support groups, consultants and contractors
Support development of cost and schedule baselines and review work completion; maintain project schedules; track subcontractor efforts; provide periodic financial and schedule reporting and analysis to management
Requires hands-on contribution to the development and maintenance of: resource loaded schedules; basis of estimates; current working estimates and risk management
Prepare portions of project review presentations; prepare analytical graphs and charts inserted in written and verbal reports for presentation to management and customers, which reference cost and schedule status and projections. Maintain group’s Jobs in Progress (JIP) report.
Perform daily, weekly, and monthly project control support tasks, including:
Support development of the Project Controls effort, including, planning / scheduling, and reporting, for various programs and project tasks.
Prepare integrated project schedules with specified resources and data to provide a means of measuring the performance of projects.
Drill into project details, activity schedules, activity links, float, critical path, and resource assignments to identify issues and problem resolution.
Responsible to coordinate with Fixed Assets for final capitalization of project. Provide additional cost and/or quantity information as necessary
Develop resource loaded project schedules, and other project reporting documents
Support the development of technical, cost, and schedule baselines.
Run “what if scenarios” to assess the impact of changes to the approved baseline work and recommend options
Review and analyze actual progress, schedule progress, and performance metrics
Provide recommendations that drive action to improve performance as needed.
Coordinate and facilitate project meetings
Identify potential problems/issues/risks, including recommending mitigating strategies.
Collaborate with project controls and Project Managers on monthly cost reports, cash flows, and any other needed reporting
Meet with project managers on a bi-weekly basis to determine confirm updated current working estimates and run reports
A minimum of 5 years of experience as a Cost Controller or Project Controls Manager in a construction environment OR B.S. in Industrial Engineering with a minimum of 2 years experience
Must have strong project analyst skills and project controls experience
Must have strong time and cost management skills, as well as strong quality management and procurement management skills
Must possess strong communication management skills including proficient oral and written communication and presentation skills, as well as the ability to communicate effectively with wide variety of people with diverse background of all levels and disciplines
Strong working knowledge of MS Office products including Excel, Outlook, Word and PowerPoint. High level of proficiency in Excel
Salary Range: $75,000.00 – $95,000.00
