Summary As part of its challenging, multi-faceted mission, OED is responsible for (a) registering attorneys and agents to practice before the USPTO, (b) developing and administering the registration exam, (c) investigating allegations of misconduct by practitioners, (d) administering and overseeing the USPTO Law School Clinic Certification Program and a nationwide Patent Pro Bono Program for independent investors and small businesses, and (e) federal administrative rulemaking. Responsibilities This position permits, but does not require, remote work. The official duty station and physical worksite for employees who do not opt for remote work will be the Alexandria, VA Headquarters or one of the USPTOs Regional Offices located in Dallas, TX; Denver, CO; Detroit, MI or San Jose, CA. The official duty station for employees who opt for remote work, will be their approved remote work location. Employees locality pay will be determined by the location of their official duty station. The individual selected for this position SHOULD enjoy performing the following duties: Organize and lead outreach meetings with internal and external stakeholders. Develop training content and metrics, prepare reports, presentations, and data analysis. Draft and negotiate terms of Joint Project Agreements and/or Memoranda of Understanding. Build networks with external stakeholders and information sharing for effective communication. Requirements Conditions of Employment Qualifications You must meet the United States Office of Personnel Managements (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Patent Administration Series. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13. Specialized experience for this position includes: Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service in the following: Experience independently developing, planning, and administering stakeholder outreach on intellectual property related matters; Experience in setting goals and making independent decisions that produce high-quality results by analyzing problems, calculating risks, and developing suitable solutions; Experience in effective oral and written communication; and Experience with working in teams to produce tangible results. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Applicants must possess a degree in one of the scientific/engineering disciplines. Supervisory Probationary Period- If selected, you may be required to complete an initial one-year supervisory probationary period.
