Summary The primary purpose of this position is to perform work that utilizes knowledge of the methods, procedures, regulations, and purposes of the equal opportunity or civil rights functions the position supports. This position performs technical work and substantive clerical work in support of equal opportunity and civil rights programs or activities. Only current VISN 6 employees of the Veterans Health Administration (VHA) are eligible to apply. Responsibilities The major duties of this position include, but are not limited to: Prepares special and recurring reports on discrimination complaints, including both informal and formal complaints. Uses Microsoft computer-software packages in the preparation of special reports and charts. Interviews employees and applicants having discrimination complaints. Advises on the EEO complaint process, and refers individuals to the appropriate resource if complaints are not under the purview of the EEO program. Provides administrative support in the processing of EEO complaints by performing a variety of tasks, such as, preparing appropriate notices for complainants, and compiling and maintaining EEO case files. Prepares training forms and tracks/monitors training activities. Collects data for the EEO office operating budget; consolidates material into an annual office budget, ensuring proper format and compliance Drafts nominations for incentive awards. Serves as records coordinator for the office and maintains files in a variety of formats. Works under the general supervision of EEO Officer or higher grade specialist who makes assignments by defining objectives, priorities, and deadlines. Performing non-technical and some technical assignments to solve a variety of problems, administrative and EEO related. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience (GS-05): You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing a variety of administrative and technical processes in support of the equal employment opportunity program, e.g., assist in preparation of affirmative action plans, gather information for reports, or answer questions regarding the complaint process. For instance, assignments involve solving routine problems such as gathering and providing factual information in support of the equal employment opportunity program or in relation to a complaint investigation. The work product affects the accuracy and acceptability of reports and affirmative action plans, and advice given a complainant may affect the adequacy of the complaint.. Specialized Experience (GS-06): You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying specific rules, regulations, or procedures to issues that affects the accuracy, timeliness, and efficiency of investigations and conciliations performed by the office and the efficiency with which charges are taken and referrals to another agency are accomplished. Technical work involves performance of assignments that comprise a portion of the complaint processing cycle including intake of complaints, determination of jurisdiction, and referral of complaints. Clerical work involves controlling, reviewing, and maintaining files including filing and retrieving material, reporting on the status of cases, and preparing files for administrative closure. Specialized Experience (GS-07): You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Preparing reports on discrimination complaints; providing administrative support for processing EEO complaints; performing data collection; and knowledge and experience with special emphasis programs. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
