## Description

Johnston County Child Support is seeking a Child Support Enforcement Agent – Interstate to be

responsible for providing client services that results in continual support for children.

– Work involves control, financial monitoring and accounting for child support orders; investigating cases in arrearage; determining and initiating actions judge to be appropriate. Work is similar in nature to the Intake Agent, but is more complex in the accountability for payment management and decisions on appropriate actions for late and non-payment cases. Also, the percentage of time spent in investigative and court related work is greater.
– Employee weighs payment history, facts of the situation and applies support laws to individual cases in determining appropriate remedies.
– Employee utilizes ACTS and other electronic interface systems, manual resources, the parent and past employers to investigate and locate parent who ceases making payments. Enforcement may include wage garnishment or liens, issuance of summons to court, tax intercept, revocation of drivers license, or blocking registration with motor vehicles, etc.
– Work involves rapport building and persuasion techniques and/or initiating court action when necessary to establish paternity and/or support payments.
– Employees work with a wide diversity of public, including Social Services AFDC (Aid for Families with Dependent Children) recipients, non-AFDC general public clients, business and industry personnel, court and law enforcement officials and attorneys, and agencies from other states to provide or obtain information.
– Work requires accuracy and detail entry of client/family information in the automated system, and maintaining records to meet the requirements in court proceedings.
– Work includes testifying in court proceedings as to the facts gathered, when subpoenaed.
– Considerable independent judgment and discretion is exercised in applying rules, regulations and laws to each case. Courtesy, tact and firmness, are required in dealing with the clients, with absent parents that may be hostile, with employers and the courts.
– Work is supervised by a Child Support Supervisor, and is reviewed through regular meetings, reports, and for technical accuracy during court proceedings.

## Duties and Responsibilities

– The Controls financial management and accounting of child support orders; enters financial terms of court order modifications subsequent to issuance of original order; analyzes, adjusts and reconciles histories to ensure that accounts in ACTS are accurate at all times; certifies arrears for court, obligators, obligees or other agencies to insure proper distribution; and review undistributed receipts report and make adjustments in order to disburse funds.

– Enforces court ordered support (monetary payments, medical coverage, etc.); checks notices on non-payments work list from clerk of courts office; analyzes payment history, contacts obligatee and decides on appropriate actions to pursue i.e. wage garnishment, liens, tax intercept, blocking vehicle registration and revocation of drivers license or to issue summons to appear and show cause.

– Prepares cases for court including summaries, issuance of subpoenas and other evidence required for hearings; meets with attorney to prepare for court and testifies as to the facts documented in the records.

– Utilizes a variety of automated interface systems, including ACTS and Parent Locator Service (EPLS); and manual resources to verify sources of income and locate absent parents.

– Maintains automated accounts information; enters updates on employment status, address and name changes, and other information as receive; reviews and takes action on information from social services regarding grant amounts, URPA b lances, public assistance status.

– Responds to requests for information regarding cases from clients, various local, state and federal agencies.

– Meets with clients, absent parents, attorneys and others to discuss, review, obtain information and negotiate payments.

– Generate reports.

## Knowledge, Skills and Abilities

– Thorough knowledge of the Child Support Enforcement Program and applicable legal proceedings.

– Thorough knowledge of investigative procedures used in the program.

– Skill in operating a computer, including word processing and ability to learn ACTS and other electronic systems.

– Ability to establish rapport and interview, clients, absent parents, and other related sources and to implement investigative procedures.

– Ability to organize, analyze and summarize case information.

– Ability to perform basic math in calculating child support payments.

– Ability to communicate effectively in both oral and written forms.

– Ability to establish and maintain effective working relationships with clients, absent parents, personnel in other agencies and states, court and law enforcement officials, employers, the public, supervisors and peers.

– Ability to communicate effectively in both oral and written forms.

## Desired Education and Experience

– Bachelors Degree, OR
– Associates Degree in Business Administration or Paralegal together AND one (1) year experience in investigative, eligibility, judiciary or legal work; OR
– High School Diploma with two (2) years experience in investigative, eligibility, judiciary or legal work.
