Summary About the Position: Serves as a Management Analyst (Workforce Development) in Army Futures Command (AFC), within the Artificial Intelligence Integration Center located in East Pittsburgh, PA. Responsibilities Develop Workforce Development organizational and operational principles, concepts, and techniques, to formulate policies and recommendations for new methods or changes to existing ones. Plans and directs analyses and/or studies related to organizational Workforce Development and its impact on operations. Based on assignment of an analysis or study project, plans work requirements and personnel needs, and outlines scope of assignments. Prepares plans, strategies, milestones, and ultimate goals essential to meet the functional force structure determination. Identifies resolves or recommends solutions to problems or initiatives required to meet the organization Workforce Development and force structure objectives. Evaluate tactical and operational concepts supporting modernization, recommending AI2C positions to ensure organization Workforce Development and talent management program are in alignment. To qualify for the DE-03 level, all applicants must possess at least one full year of specialized experience which includes but not limited to; 1. Assessing individual development needs in comparison to individual development accomplishments and/or in resources such as workforce development plans, career maps/paths, and policies; 2. Researching and/or recommending funding options and developmental sources; 3. Coordinating with internal and external sources to maximize availability of development opportunities and 4. Providing oversight of mandatory and other required training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02/GS12). You will be evaluated on the basis of your level of competency in the following areas: Communications Organizational Awareness Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
