GENERAL SUMMARY

This individual manages activities required to support the development and submission of products associated with a significant station initiative and/ or Energy Northwest objectives. This includes coordinating state and regional permitting updates and NRC requests for information; targeted engagements with the NRC Project Manager; and other NRC headquarters management and technical staff; preparing license amendment requests, state permits, etc., directly related to the initiative and other submittals requiring NRC or state entity approval.

This individual follows defined station processes that assure information provided to the NRC or state or regional entity is complete and accurate in all material respects. This person may be required to interface with other utilities licensing and or environmental organizations as needed to benchmark practices and assure alignment with the industry through active participation in relevant industry groups.

This position functions in a highly regulated environment and is called upon at critical points during project development and implementation to provide the necessary regulatory resources and guidance, skills, and material to keep the project on schedule. A significant amount of regulatory scrutiny is focused on this individual and much of the regulatory perception of Energy Northwest derives from the performance of this individual.

PRINCIPAL ACCOUNTABILITIES

Managing – Manages the preparation of documents, facilitates formal regulatory interfaces (e.g. public meetings) and various submittals required for updating the operating license (i.e., FSAR, Technical Specifications, requests for amendments, license conditions, environmental assessments, etc.) and state entities to support the goals and objectives of the initiative. Follows the licensing document change process and oversight in accordance with applicable regulatory change processes including the 50.59/72.48 program.

Developing – responsible selecting and training technical staff to facilitate project needs. Oversight for the efforts of project technical staffs associated with the initiative, and engages appropriate station stakeholders to provide technical input, support validation of technical content, as well submittal format and timing. Implement, and maintain processes, which assure information provided to the NRC is complete and accurate in all material respects. This includes certification and closure packages.

Planning/Scheduling – Provides oversight and guidance to team to assure workload priorities and completion dates for deliverable products are completed in accordance with schedule expectations. Work with the department Manager to develop the group budget for each fiscal year.

Evaluating – Assure licensing and safety issues related to the initiative are identified, addressed, and resolved to reduce the potential for licensing delays, or regulation violations. This is accomplished by engagement with the initiative implementing organization, industry user group participation, monitoring the nuclear industry licensing guidance, and developing recommendations to initiative management based upon information gathered.

Make decisions about personnel regarding employment, performance expectations/reviews, promotions, salary changes, transfers, and terminations. Resolve personnel problems.

Support plant emergency preparedness and outage activities as assigned.

REQUIRED EDUCATION AND EXPERIENCE

Requires a Bachelor’s degree in Engineering, or technical field (including environmental or related degree), or law degree from an accredited college or university and six years of related technical, licensing, or NRC or compliance experience; OR an Associate’s degree in Engineering or technical field from an accredited college or university and eight years of related technical, licensing, or NRC, or compliance experience; OR a High School Diploma or GED and ten years of related technical, licensing, or NRC, or compliance experience.

Pay Range

$136,961.00 – $205,441.00 Annual

Midpoint:

$171,201.00

Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.

Offers will be negotiated based on each candidates qualifications.

Incentive Compensation

This role may be eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
