Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION This National Guard position is for an INTELLIGENCE OPERATIONS SPECIALIST (TITLE 32), Position Description Number D1510P01 and is part of the FL HQ 101 AOG, National Guard. Responsibilities As an Intelligence Operations Specialist, GS-0132-09/11, you will assure the Intelligence Squadron maintains a capability to provide appropriate Gaining Command entities with timely fused intelligence support and fully trained intelligence personnel, during peace time operations. Administer daily targeting, collections, and analysis of the assigned portion of the Gaining Command Area of Responsibility (AOR). Coordinate with the Gaining Command on intelligence elements (collections, analysis and/or targeting) needed to carry out coordination and liaison with counterparts and colleagues in such other major command intelligence organizations as Air Combat Command (ACC), Air Mobility Command (AMC), Air National Guard Bureau Headquarters (NGB), United States Air Forces Europe (USAFE), Pacific Air Forces (PACAF) and such other governmental agencies as Director of National Intelligence (DNI), Defense Intelligence Agency (DIA), National Security Agency (NSA), U.S. Space Command (SPACECOM), Air Force Intelligence, Surveillance and Reconnaissance Agency (AFISR Agency), and the Central Intelligence Agency (CIA). Incumbent represents the organization at interagency conferences and meetings that deal with specialty functions and intelligence-specific roles in the AOC. Relay requirements and work toward harmonious working relationships with all intelligence contacts. During contingency operations, provides assistance in the form of offensive and defensive information operations support, collections, targeting, and analysis, either from home station and/or via travel to the Gaining Command. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service “under the authority of 32 U.S.C. 709” and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is “excluded” and ineligible for labor organization representation. MILITARY GRADES: Enlisted; E4 thru E7. GENERAL EXPERIENCE: Must have experience, education, or training with administrative, professional, investigative, or technical work dealing effectively with others, to collect, evaluate and organize pertinent facts; experience preparing clear and concise written reports SPECIALIZED EXPERIENCE: GS-09 Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education or training performing functions involving various intelligence systems and organizations. Experience reviewing and analyzing data including technical reports, surveys, and studies. Experience preparing and conducting training plans and programs, both formal and on-the-job. SPECIALIZED EXPERIENCE: GS-11 Must have at least one year of specialized experiences at the GS-09 level or the equivalent which provides knowledge and/or experience, education or training developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations. Experience in administrative, investigative, or technical work which required the applicant to deal effectively with others. Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports. MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade11. STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.
