The net-zero industrial policy lab at Johns Hopkins is looking for a Senior Research Associate to lead its research and engagement activities in India. The lab seeks to produce the world-leading academic research and timely policy analysis needed to grapple with geopolitics and political economy of the energy transition. It combines the technical analysis of net-zero supply chains with the study of net-zero industrial policies to catalyze strategic collaborations between government and industry. The lab operates as more than an academic research unit—it works closely with partners from industry and government to develop solutions in real-time. The lab works across sectors with projects in critical minerals, hydrogen, steel, aluminum, biofuels, renewables, and other clean energy supply chains. By mapping these technologies, as well as their supply chains and production equipment, in an expansive, forward-looking way the lab assess a country’s current and future capacity to contribute to the global clean economy. The India research and engagement lead at the net-zero industrial policy lab will work with Co-Directors Bentley Allan and Tim Sahay. They will co-author academic publications, policy reports, and briefs. They will lead the lab’s India engagement and outreach activities designed to build a network of strategic actors to advance industrial policy. They will work with partners to advance and influence policy development and the formation of clean energy supply chains. They will work with our Lab’s core modelling team to identify the top priority opportunities suited to India’s green competitive advantage. This is a full-time position with benefits on a two-year renewable contract. Remote work is an option, with a commitment to spend 4 weeks per year in the Baltimore-Washington DC region.

Specific Duties & Responsibilities

Research (60%)

Develop research and engagement projects in collaboration with the lab Directors and Indian partners in industry, government, and civil society.

By December 2024, will help NZIPL produce a report positioning India’s place in the new global green order, analyzing the political-economy landscape, and assessing current efforts to build green industry in the country.

By November 2025, will help NZIPL produce a report for India outlining the results of core analytical model

By June 2026, will help NZIPL produce sector-level reports recommending and/or assessing specific policy mixes in key opportunity areas.

Help our core analytical team use India as test case to refine the Lab’s data acquisition and modeling. Seek relationships with institutional partners in India such as statistical agencies, trade and industry ministries, and think tanks.

Engagement (40%)

Build a broad network of partners in Indian industry, government, and civil society. This network will help set the lab’s research direction in India and be a key audience of lab research.

Engage the government and industry to disseminate the analyses and insights developed by the lab. Specifically, the candidate will

By October 2024, NZIPL will begin to form partnerships and outline potential engagements with partners in India. Help NZIPL work closely with partners to improve our work, magnify its impact, and make connections to policymakers and firms for direct briefings.

By November 2025, NZIPL will produce a report for India outlining the results of core analytical model. The candidate will help us engage key staff in relevant Indian ministries and planning agencies.

By June 2026, NZIPL will produce sector-level reports recommending and/or assessing specific policy mixes in key opportunity areas. Work with Indian think tanks, civil society and industrial partners for briefing policymakers and advance NZIPL recommendations for green opportunities.

Design and facilitate webinars, workshops, and engagement sessions.

Prepare slide decks and other briefing materials as needed.

Special Knowledge, Skills, & Abilities

Geopolitical and diplomatic knowledge of international politics, especially the international relations of India and the South Asia.

Experience working and engaging with partners in Indian industries and government.

Understanding of policymaking and policy campaigns.

Qualitative and quantitative research methods.

Level of Independent Decision Making

Candidate must be able to lead policy research under direction of lab co-director.

Candidate must be able to create and mobilize a network of partners under direction of lab co-directors.

Supervisory Responsibility

Organize and direct a team of research associates (1-3) to prepare and analyze data, with support of lab co-directors.

Minimum Qualifications

Master’s Degree in International Relations, Political Science, Economics, or Public Policy or related field.

One year related experience.

Demonstrated ability on significant graduate-level research project or additional doctoral education may substitute for experience to the extent permitted by the JHU equivalency formula.
