Summary This position is located at the Lexington Kentucky VA Health Care System (LVAHCS), Bowling Campus. The LVAHCS is one of the research facilities in VISN 9 and conducts a variety of research programs including human and animal research. Responsibilities This is a bargaining unit position. Required alternating periods of walking. Manual dexterity is required for operating office equipment. Major Duties: The incumbent serves as Health System Specialist with direct responsibility for providing program management support to the Institutional Official on various issues revolving around the conduct of animal research protocols and proper care and use of laboratory animals. Coordinates the semiannual facility inspection and animal use program review. Conducts safety-related activities including training, safety inspections, accident reporting with facility safety committees and officials and follow-up evaluations, working directly with principal investigators to establish and maintain remediation action plans. Evaluates the effectiveness, efficiency, and compliance of the Research Biosafety Plan. Responsible for assembling research and/or animal protocols, safety applications, verifying training, etc. for review and final approval by the Committees, assembling meeting agendas and coordinating minutes through the appropriate review and approval. Individual Occupational Required (IOR)The IOR for this job opportunity is: Major study — hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. GS-09 grade level: One year of specialized experience (equivalent to the GS-7 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSAs) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized Experience is defined providing program management support on various issues revolving around the conduct or animal research protocols and the proper care and use of laboratory animals; developing policies, procedures, and guidelines used in support of animal care; administrative support of Research Safety and Security programs; assembling research and/or animal protocols, maintaining documentation, safety applications, and conducting animal use orientation and safety related training. Or Education: Possess a Masters degree or 2 full years of progressively higher level graduate education leading to such a degree or LLB. or J.D., in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
