Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
NOTE:
Any college hours or degree must be from an accredited college or university.

Examples of Work
50% Human Resources Function
Helps strengthen the LSBN’s Office of Human Resources by serving as an HR team member and obtaining general knowledge in one or more HR area(s) such as employee relations, staffing, classification, and/or compensation; obtains and maintains up-to-date general knowledge of all applicable SCS Rules, handbooks, job aids and resources, forms, memorandums, and circulars that reside inside SCS, chapters as well as independently outside of each chapter for an assigned area.
Processes the full range of personnel and payroll action forms in accordance with SCS Rules and LSBN policies; resolves problem personnel actions with Civil Service; assures proper approvals and justifications are obtained; assures that timelines and procedures are followed
Assists in the hiring process by preparing job postings, reviewing applications for eligibility, scheduling and/or performing interviews, verifying education, credentials, and/or prior employment, and securing reference checks; completes applicant flow reports as required; prepares internal memo documenting eligibility and offer letter as directed; ensure that preemployment drug screening and background checks are completed timely.
Notifies designated LSBN personnel of new hires, position changes, and/or termination in order for a staff directory, payroll services, and computer services to be updated and completed in a timely manner.
Computes routine pay changes; may compute service time of employees as required; verifies the accuracy of the information and makes needed corrections.
Serves as backup timekeeper for the Time and Attendance System; provides training as required; maintains and reconciles leave balances.
Conducts new-employee orientation; provides induction documents to new employees, providing guidance and a general overview of each document; follows up with new employees to ensure that the new employee timely completes all required forms.
Reviews position description for accuracy of organizational information; works with managers and staff to ensure accuracy of information presented. Maintains and coordinates all temporary appointments and/or reappointments; works with supervisors to ensure justifications are relevant and that necessary paperwork is timely submitted to SCS.
Assists in coordination of annual open enrollment and/or benefits fair; timely reviews billing invoices for accuracy and submits such invoices to accounting for payment; resolves discrepancies with insurance carriers, payroll, and agency personnel.
20% Administrative and technical support
Provides confidential administrative and technical assistance to the Chief Administrative Officer with duties that require a high degree of independence and judgement in determining the approach/action to take in non-routine matters. Provides technical and administrative assistance in a variety of administrative areas including but not limited to LSBN fiscal, personnel, risk management, property/building, security, telecommunication, records retention, travel, and other departmental matters. Collects and compiles departmental or agency data for monitoring or reporting purposes. Prepares materials needed for meetings, such as agendas, handouts, binders, etc. May attend meetings and transcribe minutes. Maintains departmental electronic and paper files in a manner that ensures completeness of documentation and in a manner that is easily retrievable. Provides administrative and technical support to CAO in preparation of contracts, amendments, and securing approvals from DOA; Communicates with contractors to obtain supporting documentation and signatures as directed; Drafts and updates template letters as required. Effectively communicates with internal and external relationships in writing, telephone, or e-mail.
25% CPTP/Training
Maintains the Comprehensive Training Program (CPTP) required by State Civil Service. Ensures that all employees who occupy and/or are appointed to specific supervisory, managerial, or administrative level jobs are provided necessary information to complete the mandatory training through the Comprehensive Public Training Program (CPTP). Ensures that HR Supervisor are aware of employees who are non-compliant within their perspective areas. Ensures that all employees are in compliance with annual mandatory department training. Runs the necessary reports for tracking and follows up with employees if necessary.
5% Time Administration Audits
Performs random payroll audits of time timekeeper to review for payroll reports, required documentation, prior period adjustments, and other factors which would warrant additional training. Provide feedback to HR Specialist and Chief Administrative Officer for process improvement.
