About the Position: Provides professional engineering and technical support in design, operations and maintenance of civil infrastructure, project equipment and mechanical, structural and electrical systems at Howard A. Hanson Dam, Mud Mountain Dam, and the Mud Mountain Dam Fish Passage Facility.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
– Serves as technical advisor to the Operations Project Manager (OPM) for the Districts Howard A. Hanson Dam, Mud Mountain Dam, and the Mud Mountain Fish Passage Facility.
– Prepares designs, plans, and specifications for maintenance, supply, and construction contracts and modifications.
– Reviews and approves plans and specifications developed by others ensuring that project requirements are included in designs for modifications, replacement, or rehabilitation of equipment and facilities.
– Conduct or participate in pre-award conferences, coordinate construction planning and scheduling, identify needs for contract modifications, prepare government estimates and review/comment on documents.
– Manages and directs the efficient accomplishment of investigating, planning, scope development, design, and construction of assigned and/or identified projects through use of multi-disciplinary teams.
– Prepares current and long-range plans for non-routine maintenance, rehabilitation, and replacement of capital equipment, building, and utility improvements for in-house Project work force and for contracts.
– Serves as contracting officer representative or technical representative for assigned contracts or for project purchasing activities.
– Provides quality assurance (QA)/verification for operation and maintenance contracts for construction, supply, and services.

Basic Requirement for Civil, Mechanical or Electrical Engineer:
A. Degree: Bachelors degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelors degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics,
