Position Description
We are seeking an experienced leader to manage our Maintenance and Construction Division. In this position, you will play a pivotal role in ensuring the reliability and efficiency of Tacoma Waters operations.
The Maintenance & Construction Division is responsible for the short and long-term maintenance and construction planning, and execution for the Tacoma Water system as well as maintenance design. Reporting directly to the Water Superintendent, you will collaborate with a team of experienced professionals to develop and implement strategic initiatives that support our long-term goals.
As the Maintenance & Construction Division Manager, you will lead and direct two workgroups, Planning and Maintenance and Field Operations, located in Tacoma, Puyallup, and Ravensdale. This position oversees a team of about 140 people with 3 direct reports.
Primary Responsibilities Include:
Maintenance & Construction Leadership
Implement and oversee policies and procedures to meet customer needs, plans, execute maintenance and construction activities, and provide maintenance support to ensure compliance with state and federal drinking water standards
Long range maintenance planning, and daily maintenance support of operation the 150 million gallons per day (MGD) (direct filtration)/90-MGD (conventional filtration) Green River Filtration Facility, chemical feed systems, and ozonation facilities for surface water treatment; and for 40-MGD (sustained) groundwater treatment
Long range planning, maintenance design and daily maintenance support for system wells, reservoirs, pump stations, valves, and other water system assets to provide treated municipal and industrial water to meet retail and wholesale customer and Regional Water Supply System partner utility needs and fire flow requirements
Coordinate and integrate maintenance, construction, and repair activities necessary to mitigate against, prepare for, respond to, and recover from an emergency event
Responsible for management and coordination of Tacoma Water’s automotive fleet including maintenance and replacement
Staff Management
Ensure hiring, core conversations, disciplinary, and supervisory practices are conducted in accordance with City policies, procedures, collective bargaining agreements, Equity Framework and Leadership, Engagement, and Development principles
Establish expectations, guidelines, and priorities, and ensure staff receive needed training and support to accomplish priorities
Represent Tacoma Water in collective bargaining agreement negotiations and at the Joint Labor Committee
Strategic Direction
In collaboration with the Water Senior Leadership Team, develop and implement strategic direction, prioritizing, and guiding Tacoma Water programs and initiatives, developing approaches and implementing City Council, Public Utility Board and TPU directives, policies, and initiatives
Sponsor high-priority projects and initiatives
Work across divisions to ensure projects are adequately resourced and successfully completed
Financial Management
In collaboration with cost center managers, develop, and monitor the section’s biennial budget, and participate with the Water Management Team in Tacoma Water’s budget development process
Responsible for the development and review of the operating budget of $42 million and capital budget of over $5 million
Qualifications
Minimum Education
Bachelors Degree in engineering, business or public administration or directly-related field
Minimum Experience
7 years of related experience in the water, water utility or related-utility industry , including 2 years prior experience at a supervisory level
Equivalency: 1 year of experience = 1 year of education
Licensing, Certifications and Other Requirements
Washington State Drivers License
Desired Qualifications
Washington Department of Health, Water Distribution Manager Certification level 3 or 4, or ability to obtain
4 years as a supervisor of maintenance and construction work groups including two years managing supervisors
