Sr. Manager, Payroll- NOAM Region

This position is responsible for leading the NOAM regional payroll service delivery team to ensure accurate delivery of payroll. The NOAM region payroll scope includes US, Canada and Caribbean countries. The Companys NOAM payroll objectives are to use a shared service delivery model to ensure our in-house or 3rd party teams deliver accurate and timely payments of all pay to employees, make payroll deductions for taxes, statutory payments, benefits, and other items to respective parties and meet all regulatory payroll related filing requirements. In addition, this individual will be responsible for developing, implementing, updating and monitoring a standard set of SOPs to ensure the accuracy and completeness of financial data related to the payroll function, the protection of Company assets, the privacy of employee data and proper internal controls are in place. Furthermore, this position is also responsible for making certain the Company is in compliance with all current and future payroll laws and regulations for each country within the region.
CORE RESPONSIBILITIES AND TASKS
Ensure our internal or 3rd party teams makes accurate and timely preparation of earnings statements and payment of wages for ~50,000 employees and meet all government reporting requirements related to earnings, deductions and taxes.
Resolve complex payroll issues escalated above the payroll staff level.
Establish SLAs with internal and external stakeholders, and customer service performance requirements.
Monitor and report process performance against KPIs
Partner with local, regional & global HR/HRSS, Legal and Employee Relations, and Tax and Finance teams to harmonize and streamline pay policies and procedures relating to timekeeping, payroll processing and subsequent governmental reporting and filing requirements.
Drive process improvement initiatives and implement best practices.
Supervise, motivate and develop a team of payroll professionals in the service delivery team. Identify development opportunities for subordinates related to payroll procedures, system functionality, etc. and provide training, workshops and knowledge sessions quarterly, at a minimum.
Build and foster customer relationships with key business partners, both internal and external.
Prepare the annual operating budget for the department, monitor spending to ensure expenses are kept within approved limits, manage vender relationship, vendor performance, and costs to ensure SLAs are met.
Maintain knowledge of legal requirements and NOAM government reporting regulations affecting Payroll, Earnings, Deductions and Tax
Support integration activities related to payroll in migration, acquisitions and divestiture events for NOAM.
POSITION REQUIREMENTS
FORMAL EDUCATION:
Required:
Bachelors degree in accounting/finance or business administration
Preferred:
MBA, CPA or comparable
KNOWLEDGE & EXPERIENCE:
Required:
8 years of North America payroll experience
Significant experience with knowledge of all aspects of payroll processes and related systems, including garnishments, benefits, taxes, time & attendance collection for multiple countries (regional exposure).
Experience of leading NOAM payroll migrations towards a global payroll shared service model
