PDCN: T5317000 Selecting Supervisor: Steven Ernst Responsibilities Implements plans, policies and procedures to comply with DOD, DA, OSHA and NGB safety regulations and directives. Provides technical expertise to managers and supervisors in establishing techniques and procedures for the elimination or control of unsafe behaviors, environments and hazards. Plans and conducts periodic and unscheduled surveys and inspections of all ARNG facilities including ammunition storage, warehouse, and equipment maintenance facilities, to determine compliance with OSHA standards. Posts notices of unsafe or unhealthy working conditions. Assigns risk assessment codes, and prepares abatement plans and time frames of elimination of hazards. Observes work methods and recommends to supervisors/managers corrective measures to eliminate unsafe work practices. Serves as a technical representative to State Safety Councils and Committees. Evaluates the effectiveness of organizational safety programs through activity visits. Develops countermeasure programs to prevent or reduce accidents and hazardous conditions. Makes assessments based on conformance with established ARNG policies and safety criteria, OSHA standards, and work requirements. Coordinates with operating activities to provide safety training, and ensures safety awareness throughout the ARNG. Plans, schedules, and conducts safety demonstrations, lectures, meetings and conferences. Prepares or assists supervisors in preparing materials for safety meetings. Ensures preparation of graphs, charts, and other informational materials pertaining to accident trends and other aspects of the safety programs. Maintains close liaison with federal, state, municipal, and private industry to obtain safety materials and to facilitate adaptation of industrial safety practices to military methods. May coordinate utilization of laboratories, equipment and safety training materials and/or facilities. Provides technical assistance in accident investigations. Participates in fatality investigations as a team member. Conducts comprehensive investigations in cases of fatal or multiple injury accidents to determine causes and procedures for eliminating a recurrence. Collects, reviews and ensures timely submission of all accident reports to the DA Safety Center and ARNG Safety Office. Codes DA Form 285. Evaluates and analyzes all pertinent accident data to isolate significant facts and trends (seasonal accidents, location of hazards, extent of injuries and property damage, etc.). Plans corrective actions and recommends specific measures to correct unfavorable accident trends. Prepares state safety standards for local implementation, writes regulations and prepares safety articles for state publications. Prepares SOPs pertaining to safety for special military training exercises and coordinates training and appointment of unit or organizational safety personnel. Conducts preliminary reviews of engineering plans for alteration or construction of buildings, structures, maintenance areas, machines or roadways to ensure integration of accident prevention principles (proper lighting, machine guards, ventilation, positioning of ground support equipment, proper placement of safety signs, markings, etc.). Provides technical guidance and direction to personnel involved in hazardous operations. Observes work areas and practices where dangerous conditions or operations exist. Develops safety checklists and distributes such to assist activities in conducting internal safety reviews. Coordinates with and provides assistance in the material and Petroleum Activity and DOD Explosive Safety Board inspections. Coordinates hazardous material movement with the Department of Transportation (DOT). Investigates ARNG employee OSHA/Safety complaints with the Labor Relations Specialist or other HRO representatives. Classifies seriousness of complaint and determines abatement process and time frame. Surveys, inspects, certifies, and recertifies indoor/outdoor ranges. Processes renewal request for nonstandard range waivers. Presents safety budget requirements with justifications to superiors in support of the statewide ARNG safety program. May oversee the work of one or two employees performing safety functions and perform duties such as, providing on the job training; informing subordinates of agency polices and programs; and identifying developmental and training needs of employees and recommending formal training. Performs other duties as assigned. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE / EDUCATION is experience/education which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. To qualify for this position, you must meet the Specialized Experience, Education, or a combination of both as described below: Specialized Experience – Must have at least 1-year specialized experience equivalent to at least the next lower grade, GS-09. Experience, education, or training performing periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system. Recommended measures and methods to correct safety and occupational health deficiencies. Participated in planning for testing of munitions, and assured integration of explosive safety criteria in testing procedures. Reviewed test implementation directives for inclusion of appropriate safety criteria. Prepared supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures. Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR Education – Possess a Ph.D, an equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree. Major study must be in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. NOTE: In order to be considered for this position using education as a basis of qualification, you must submit a copy of your transcripts. OR Combination – A combination of Specialized Experience and Education as described above. Only graduate education in excess of that required for a Masters degree or equivalent may be used when combining education and experience to meet the total qualification requirements. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Your record of experience, training, and education must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position: – Knowledge of a wide range of occupational safety concepts, principles, practices, laws and regulations to perform complex administrative responsibilities; advise and train managers and supervisors in appropriate methods and techniques to control or eliminate unsafe behaviors and environments throughout the state ARNG; serve as technical advisor; and draft and prepare regulatory supplements; and assist in preparing plans, objectives, procedures and regulations. Knowledge and skill sufficient to evaluate safety procedures in such diversified areas as facility/construction, munitions, weapons, ranges, fire, and transportation. Skill to identify occupational safety requirements and the need for implementation of new policies, plans standards and methods to ensure the safety of personnel, working environments, equipment and facilities within the ARNG. Skill to plan, organize, analyze, and conduct occupational safety studies. Knowledge required to identify procedures which prevent, eliminate or reduce environmental hazards, and evaluate the effectiveness of safety methods and procedures. Knowledge of the methods involved in accident investigations to provide technical assistance, or to conduct comprehensive investigations to determine causation factors, and determine procedures for eliminating recurrence in cases of fatal or multiple injury accidents. Ability to evaluate and analyze a variety of data such as accident frequency, causes, safety survey reports, unit operations, utilization of current safety data, pre-accident and rescue planning, etc., to ensure adequacy and effectiveness of the accident prevention effort. Knowledge of SOPs and techniques to develop safety checklists. Skill in planning corrective action for areas identified as accident prone or unsafe. Knowledge of construction practices relating to buildings, structures, maintenance areas, machines or roadways sufficient to identify actual and potential hazards and to advise operating activities on the need for applying specific safety measures. Education Additional Information – This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. – If a permanent technician with the AKNG is selected for an indefinite position which crosses service boundaries or funding categories (i.e., AKARNG to AKANG or vice versa, or for AKANG funding category: JBER to Eielson or vice versa, T32 to T5 or vice versa), the nature of action will be Excepted Appointment (Indefinite).
