The Health and Safety Specialist will provide Health & Safety support to Phillips 66 employees and contractors working at the Bayway Refinery. This position will implement, monitor, and evaluate Health & Safety programs to help ensure excellence in personal and process safety.
Responsibilities May Include:
Demonstrating a personal commitment to health and safety, functioning as a safety leader and motivator
Provide Safety Leadership with employees and contractors by having a strong field presence, to include providing health and safety related guidance in areas to include LOTO, Fall Protection, CSE, and PPE selection
Conducting field surveys, sampling, and monitoring using a variety of instruments necessary for permitting activities and for the assurance of workforce safe working conditions
Developing, implementing, and revising policies on a myriad of health and safety related topics to ensure compliance with applicable regulations (OSHA, ANSI, etc.) and Corporate Required Standards
Attend and participate in Safety, Operability & Environmental Reviews as necessary as a representative of the Health and Safety Department
Assist with the development and delivery of employee/contractor safety training
Participate in reviews of high risk work activities and assist in the development of safe work plans to facilitate safe work execution
Serve as an active member on one of the site’s emergency response teams
Provide Health & Safety support for unit outages and refinery turnarounds
Leading, coordinating, and participating in incident investigations; Ensuring meaningful corrective actions are developed, documented, and implemented
Participate on various cross functional teams to provide safety direction and guidance
Working proactively to evaluate health and safety-related trends and improvement opportunities to develop sustainable corrective actions
Working with the site’s Industrial Hygienist to support the industrial hygiene program
Working in a team environment, backing up colleagues within their respective areas, and being flexible to transition into new H&S roles as the need arises
Ability to respond to off-shift safety “call-ins” and being able to work extended hours/nights/weekends as necessary
Leading/Participating in audits: Corporate audits, peer reviews, PSM audits and daily field walks.

Required Qualifications:
Legally authorized to work in the job posting country
High school diploma or GED equivalent
1 or more years of experience in the oil and gas, petrochemical, or related industry
Proficient in Microsoft Office products
Valid drivers license

Must be willing and able, with or without reasonable accommodation, to comply with the following:
Ability to spend 75% of time in the field, walking, climbing ladders, stairs, etc.
Travel up to 5% of the time
Perform on-call duties
Work extended hours, which may include evenings, weekends, and holidays
Transport articles up to 50 pounds
Work safely near large, hot, high-speed machines
Climb ladders and stairs up to 200 feet in height
Work around chemicals, including acids and bases
Work around hydrocarbons under high pressure and heat
Work outside in harsh weather conditions
Wear fire retardant clothing and personal protective equipment (such as safety-toe shoes, ear and eye protection)
Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)
Preferred Qualifications:
Bachelor’s Degree or higher in Health & Safety, Industrial Hygiene, or other related field
Knowledge in the application and compliance with OSHA and other regulatory standards
Certifications associated with Health & Safety (GSP, CSP, OHST, etc.)
3 or more years of work experience in Refining Health & Safety support or similar industrial experience
3 or more years Industrial Hygiene experience
Ability to think strategically and simplify complex issues
Ability to effectively interact with all levels within an organization
Strong written and verbal communication skills
The Bayway Refinery is located on the New York Harbor in Linden, New Jersey. Bayways facilities include crude distilling, naphtha reforming, fluid catalytic cracking, solvent deasphalting, hydrodesulfurization and alkylation units. The complex also includes a polypropylene plant with the capacity to produce up to 775 million pounds per year. The refinery processes mainly light and medium, low-sulfur crude oil. Foreign crude oil is supplied to the refinery by tanker, and domestic crude oil is supplied through a combination of rail and marine transportation. The refinery produces a high percentage of transportation fuels, as well as petrochemical feedstocks, residual fuel oil and home heating oil. Refined products are distributed to East Coast customers by pipeline, barge, rail car and truck.
