Summary This position is located in the Health Resources and Services Administration, Office of the Administrator, Office of Special Health Initiatives. Responsibilities This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Public Health Advisor for HRSAs Office of Special Health Initiatives, you provide coordination of HRSAs behavioral health portfolio and establish regular and bi-directional, cross-agency communication and coordination to advance HRSAs mission. Your major duties and responsibilities include: Developing cohesive HRSA behavioral health priorities, goals, approaches, and intended outcomes with input and buy-in from agency leadership and internal and external stakeholders. Advising HRSA leadership on various behavioral policies, programs, and events related to the oversight of community-based organizations participating in the health center program. Researching, reviewing, analyzing, and evaluating issues and developments related to behavioral health and HRSAs mission, and providing advice to HRSA senior management on programming and resource allocation. Developing and delivering briefings and actively participating in high-level internal and external policy meetings, task forces, committees, and work groups on behalf of HRSA. Establishing and maintaining close and cooperative working relationships with the agency or department management and officials, government agencies, and other institutions with related interests, in order to advance the programs and objectives of the agency. QUALIFICATION REQUIREMENTS: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies: 1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. 2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. 3. Knowledge of a specialized public health program. 4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. 5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to the above Basic Requirements, in order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicants one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis: Serving as a senior technical advisor on local, state, or national behavioral health programs and policy to address emerging themes and gaps and recommend methods that improve vulnerable populations ability to access care. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. BEHAVIORAL HEALTH – Knowledge of the concepts, principles, and theories of the emotions, behaviors, and biology of relating to a persons mental well-being, physical and mental functionality, including assessment, treatment, and prevention of mental and behavioral health disorders. PUBLIC HEALTH PROGRAMS AND POLICY ANALYSIS – Analyzes, interprets, and explains the impacts of health policies, proposals, and legislation on public health programs. SCIENTIFIC WRITING – Prepares written documentation to transfer scientific information about concepts, situations, products, services, or results to audiences with varying levels of scientific knowledge.
