Summary Analyzes and makes recommendations on technical proposals in the following systems planning areas: ITS initiatives/strategies/tactical plans; ITS resources/budget; administrative resources/budget; resource accounting; and/or project management and information. Responsibilities Conducts analyses of data, workflows or inter-relationships among organizational and systems components, software and hardware systems, databases and/or processes to determine and assess impacts. Develops and maintains segments of 1-, 2- and 5- year plans that provide leadership and direction for Systems-wide planning, goal setting, establishment of priorities, strategies and budget formulation/execution. [CONTD] Assures that all systems proposals are in accordance with short- and long-range systems plans and synchronized with SSA’s major systems plans. Conducts major long- and short-range studies on Systems planning/budget issues/trends, management information (MI) needs and/or application tools and computer technology developments. [CONTD] Determines, recommends and implements the types of software required to assure continuing effective Systems management planning and decision-making activities. To qualify for the 2210 IT Specialist series, applicants must demonstrate the following IT-related competencies: Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition, to qualify for this GS-12 level position, applicants must possess and demonstrate 52 weeks of specialized experience at, or equivalent to, the GS-11 level in the Federal government that is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such IT-related experience must include ALL of the following: Utilize financial management systems to procure software, hardware, or contracting services. Demonstrates customer service, teamwork, or communication, including formal and informal presentations, effective written and oral communication skills, and ability to problem solve. Experience with a budget formulation and execution life cycle, including collecting and analyzing estimated spending, procurement planning and tracking, and/or reporting on execution of the budget.
