Summary You will serve as a MARINE PLACEMENT SPECIALIST, GS-0301-7/9 KPP GS-11 in the MILITARY SEALIFT COMMAND (MSC), Engine Placement section (Nl2B31), of the EngineCommunity (Nl2B3),TOTAL FORCE MANAGEMENT PROGRAM OFFICE of MILITARY SEALIFT COMMAND. If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed. Responsibilities You will assist with the placement of qualified mariners on board sea going vessels of the fleet. You will assist management with administering civil service mariners that are not assigned to ships. You will administer and properly account for employee time and attendance by established deadlines. You will identify and recommend mariners for awards and disciplinary actions. You will serve as the first line human capital coordinator for civilian mariners, counseling and assisting employees on career development and planning. Requirements Conditions of Employment Qualifications GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Resume must demonstrate specialized experience such as: 1) Experience using Human Resource Management System and use of software Microsoft Excel, PowerPoint and Word to provide reports and spreadsheets. 2) Experience and knowledge in handling personnel leave, attendance, travel, and disciplinary action. 3) Experience in conducting research or fact finding to gather HR information and conducting detail analyses. 4) Must be adept to deal with urgent requirements and changing priorities verbally and as written communication. 5) Experience with providing highest level of customer service verbally and written to internal and external customers. 6) Experience with problem solving, analyzing reports, and making recommendations to management. 7) Experience and knowledge of multitasking workload and assigned duties. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
