About the Job

The Regional Plant Project Manager role is assigned to support all regional plants and terminals in the company. The Project Engineer supplies support for capital spending, major outages, and minor maintenance projects in that area. They work closely with the Director of Regional Operations and specific plant managers/leaders to study the feasibility of spending capital on projects, generate cost estimates / budgets for each project, navigate and expedite projects through the capital approval project, and help the areas plan and justify their capital spending.

Manage all aspects of a multiple projects, including schedule, budget, scope, and communication, and prepare project status reports. Present project status to upper management.

Manage engineering firms and able to review their drawings and calculations.

Project justification (Quickly perform preliminary feasibility studies. Perform ROI calculations with minimal input from finance), implementation, and execution are the primary functions of the role

Provide timely feedback to stakeholders on project costs and schedules.

Project Implementation

Oversee and Manage engineering resources to ensure project success.

Identify Stakeholders on each project, communicate with them, and define what success looks like to each of them.

Provide construction management supervision and represent MLC in the project construction phase.

Define scopes of work and provide estimates of construction and engineering costs for projects.

Prepare equipment technical specifications, request for quotation, technical equipment evaluations, and equipment selection report.

Prepare contractors requests for bids and evaluate them.

Maintain compliance with all State and Federal Environmental Laws and Regulations in the design of repairs to equipment or installation of new systems.

Issue project schedules and periodic reports on capital project activities by established policy.

Communicate activities with other corporate functions, including Safety and Health, Environmental Affairs, Purchasing, and Sales, to ensure timely information exchange and coordination of work.

Generate and provide each project with a final project documentation package that includes all “as-built” drawings and suggested spare parts with pricing/lead times.

Project Execution and Close

Develop systems to train and transfer support of plant requirements to operators and supervisors to improve operating discipline to begin cost savings/improvement projects.

Ensures product and process compliance with all MSHA requirements.

Required Qualifications

Education: Minimum 4 Year STEM Bachelor’s Degree required (Mech. Eng. Preferred)

Certifications: None

Skills: Respond decisively to emergencies and exercise sound judgment in problem-solving.

Abilities: Ability to effectively communicate with all functional groups and through all MLC Personnel & Management levels. Utilizes project management and other engineering tools to optimize project execution.
