Summary This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Personnel and Payroll Systems Division. The incumbent will be responsible for leading a team of analysts in support of the analysis, testing, and implementation of a time and attendance system. Responsibilities Serves as a senior expert on special projects, performing system analysis, and testing for the functional aspects of Quicktime and other peripheral systems operated by the IBC and its client organizations. Serves as primary point of contact for the Supervisory Business Systems Analyst in the communication of team assignments, projects, issues requiring resolution, establishing deadlines and timeframes for completion of work. Coordinates and leads the team in implementation planning, considering the impact on clients, of all procedural and philosophical changes in Quicktime. Monitors and reports on the status and progress of work, reviews completed work for compliance and reports to the supervisor periodically on team and individual work accomplishments, problems, and progress. Provides detailed instructions and explanations on activities performing research, analysis, testing, and implementation for system related changes or data requests. Qualifications At the GS-13 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-12 level in the Federal service. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: experience that demonstrates an extensive understanding and interpretation of payroll regulations, laws and time and attendance processes; leading a team in documenting and interpreting customer requirements, performing system analysis, functional design, maintenance, and testing of an automated time and attendance system; and experience in leading a client migration with a system, preferably a time and attendance solution. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
