Summary This position is part of the Department of the Interior (DOI), Office of the Secretary, Interior Business Center (IBC), Human Resources Directorate (HRD), Human Resources Management Systems Division (HRMSD), in Lakewood, Colorado. The incumbent serves as a Functional Systems Analyst in the HRMSD, leading a team of analysts and help desk personnel in support of IBCs business initiative. Responsibilities The major duties of the incumbent are in the following areas: requirements specification and analysis; development and execution of test plans and test cases; completion of assigned tasks associated with client implementations; completion of tasks assigned during software migrations under operation and maintenance; leadership of an assigned team of system analysts. Requirements – The incumbent serves as a subject matter expert and systems analyst and performs the following: Identifies systems requirements based on input from customers and other sources. Enters requirements into a requirements tracking system. Negotiates requirements with customers to ensure the true business need is met. Reviews requirements with customers to ensure accuracy and completeness of requirements. Develops a variety of system documentation including but not limited to: use cases, business process descriptions, systems analysis, programming specifications, user guides and maintains on-line help documents. Participates in OPM workshops and customer working groups to understand requirements, provide the !BC perspective at meetings, and to identify and report issues of relevance to !BC. Validates requirements against those established by OPM, the !BC HR LOB Customer Executive Advisory Board, the customer requirements working groups, and the IBCs HR cross-servicing directorate. Maintains working knowledge of OPMs Business Reference Model (BRM), Data Reference Model (ORM), Performance Reference Model (PRM) requirements and other documents, models, or guidance issued by OPM relevant to the HR LOB initiative. Attends private and public sector HR conferences and events in order to learn and integrate best-practices into IBCs offerings. – Analyzes and reviews user requests for enhancements to systems. Testing – The incumbent is responsible for a full-range of testing activities covering a variety of test conditions and combinations of conditions which will involve: Developing functional test plans and test cases. Executing test cases and recording results. Participating in system testing, integration testing, performance testing and regression testing. Works with the HR Systems Management Branch for identifying data requirements. Works with other HRMSD staff to coordinate requirements. Implementation: Completes assigned tasks associated with implementation activities of customers on systems managed by HRMSD. Provides input into development of training curriculum for training clients. Develops or participates in the development of plans for implementation and parallel tests. Operations and Maintenance: Serves as the branch technical expert providing second or third tier customer service and support for questions and issues raised by the customer/users of the systems. Analyzes newly issued federal laws and regulations and determines impact new laws and regulations will have on each system managed by HRMSD. Performs the following in relation to Change Requests (CR), Problem Reports (PR), and Data Requests (DR): creates them; impacts them; analyzes them; develops programming specifications; tests the system to ensure accurate completion of the CR, PR, or DR. Updates system documentation and on-line user guides as enhancements are made to the system. Serves as a senior analyst on a team of system analysts in the branch. Serves as the functional expert is mentoring other staff. This position may act for the branch position. In conjunction with the Branch Chief, the incumbent may plan the workload and work with managers to establish Team Priorities The incumbent monitors team activities and works in conjunction with the branch manager to ensure that deadlines are met. Qualifications To qualify for the Functional Systems Analyst, GS-0301-13, position: You must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-12 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, experience includes HR system integration, performance, and regression testing; coordinating and conducting formal HR system detailed analysis functional walk throughs; system testing in multiple environments and applications within a release cycle; writing HR system requirement specifications and analysis based upon regulatory and customer requests; developing system documentation to include use cases, test cases, diagrams, business process descriptions, HR systems analysis, functional requirement specifications, and user guides. Additional Information Telework Suitability: The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
