POSITION SUMMARY:
The ORR Quality Assurance Specialist works in cooperation with the ORR Quality Assurance Manager on company initiatives and works with the PASO leadership team to ensure quality assurance and fidelity of operational processes through continuous analysis for improvement. Under the direct supervision of the ORR Quality Assurance Manager, will also receive functional supervision provided by the Regional Compliance Director for instruction, training and monitoring of assigned tasks.
This position exercises considerable independent judgment to adapt and apply the ORR guidelines and integrate them within existing Rite of Passage policy. The ORR Quality Assurance Specialist will analyze related data and work with the ORR Quality Assurance Manager to identify and develop recommendations for revisions or addendums to procedures. The ORR Quality Assurance Specialist also ensures that these new processes are implemented properly and yield the desired results. The work requires knowledge of Rite of Passage policy, licensing requirements and ORR contractual compliance.
ESSENTIAL FUNCTIONS:
1. Conducts regular audits of ORR related systems, processes and equipment.
2. Review and analyze cases, note deficiencies, and extract data to be verified.
3. Conducts in field or virtual observations of the case management process to identify best practices.
4. Determine compliance with service delivery standards, program requirements, and policies and procedures.
5. Detects inefficiencies or systemic problems and finds solutions accordingly.
6. Creates smooth workflows by eliminating unwanted deviations, defects, and delays.
7. Identifies ROP best practices for implementation in ORR programs to achieve the highest quality.
8. Serves as a member of annual Quality Assurance Monitoring for ORR programs.
9. Assists in project management as directed by the ORR Quality Assurance Manager.
10. Attends weekly management meetings and contributes to achieving teams’ goals.
11. Develops/maintains the process for data collection and analysis of KPI’s.
12. In cooperation with ORR Quality Assurance Manager, prepares and presents KPI’s at team meetings to review and problem-solve potential barriers.
13. Coordinates with various teams to analyze project results and performance.
14. Identifies and manages resources to deliver effective solutions.
15. Ensures the highest standards are maintained to prevent illegal, unethical, or improper conduct and to ensure programs remain in compliance with agency licensing and Rite of Passage policies and procedures.
16. Attends or reviews all ORR-related training and information for new guidance and disseminates information to related parties while ensuring proper implementation.
17. Attends and participates in all required meetings.
18. Other duties as assigned, verbally or in written form.

MINIMUM QUALIFICATIONS:
1. Possess a BA/BS degree in business/social/human service related field. MA/MS degree preferred.
2. Three years of experience working in quality assurance and/or contract maintenance.
3. Knowledge of ROP systems and programs.
4. Strong knowledge of overall company operations and policies and procedures.
5. Extensive knowledge of multiple state child care regulations.
6. Must meet the requirements to be an eligible driver. Must possess a current State Driver’s License and have an acceptable driving record for the past three (3) years.
7. Strong knowledge of overall company operations and policies and procedures.
8. Ability to pass a criminal background clearance check, drug screen, physical and TB test.
9. Ability to perform work with little or no supervision.
10. Ability to utilize resources available to complete assigned projects.
11. Ability to prepare written reports and correspondence.

13. Ability to effectively communicate, verbally and in writing.
