Summary You will serve as a SUPERVISORY CONTRACT SPECIALIST within the Contracting Division of Naval Facilities Engineering Systems Command (NAVFAC). Responsibilities You will perform and oversee the full range of pre and post award contractual actions required in the procurement of construction and Architect-Engineer (A-E) contracts. You will ensure support of Small and Disadvantaged Business Programs. Provide administrative and technical guidance, advice, and mentorship to contracting staff. You will communicate, identify, distribute and balance workload and tasks for assigned projects, establishing actionable events, milestones, deadlines and timeframes for completion. You will resolve grievances/employee complaints and when necessary, refer those that cannot be resolved to the appropriate party/contacts at Human Resources Office. You will ensure that all contractual actions undertaken in the administration of assigned contracts comply with applicable statues and regulations. You will ensure proper processes are followed in conducting contract close-out. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, executing, and administrating contracts in support of an extensive range of supplies, services, and specialized equipment; 2) Applying state of the art project management techniques towards contracting projects; 3) Developing policies and procedures for work involving the evaluation of government contract price proposals, advertising, negotiation, administering, and/or termination of contracts for procurement of supplies, services, or construction; and 4) Managing and motivating groups of contracting/procurement personnel towards organizational goal accomplishment. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
