Overview: Marathon Petroleum Corporation (MPC) currently has a vacancy for an Instrument Engineer in the Engineering Department at its Anacortes Refinery. The Instrument Engineer will be responsible for providing engineering expertise and support to projects, technical services, operations, reliability, and maintenance from short-term thru long-term activities.

The Instrument Engineer will report to the Engineering Area Team Supervisor and have responsibility for leading Instrumentation-focused projects, coordinating with other disciplines internal and external to the Refinery, and providing Control Systems Engineering support across the site with a focus on new and existing instrumentation equipment and installations. The position would also include the opportunity to be a technical mentor to members in the group with less experience.

The successful candidate will be a highly motivated, team-oriented individual who has experience with refinery and/or petrochemical applications that include process measurement and control, safety instrumented system (SIS) design and implementation, management of change (MOC) processes, and industry standards (ANSI, NFPA, API, ISA, NEMA, etc.). The position requires the ability to interface with all departments at the Anacortes Refinery.

Responsibilities:

• Apply Instrument Engineering skills and knowledge in short- and long-term work to support and promote safe, reliable operation of Refinery assets.

• Manage multiple assignments in a safe, timely, and cost-effective manner.

• Interact daily with operations, technical, and maintenance team members, and with key refinery leaders and stakeholders to ensure that work is clearly defined and meets the requirements of the end users.

• Manage and provide direction to engineering contractors.

• Initiate and participate in management of change (MOC) reviews for applicable projects.

• Provide engineering support to others for the instrument portion of multi-disciplined projects, to ensure delivery of projects in a safe, timely, and cost-effective manner.

• Provide specification and installation guidelines for instruments and instrumentation systems, ensuring compliance with established engineering standards.

• Conduct technical reviews of vendor/contractor instrumentation design to ensure compliance with project specifications and applicable standards and codes.

• Provide input into project instrumentation work scope development.

• Prepare cost and resource estimates for instrumentation projects and scopes.

• Provide technical specifications to Procurement for sourcing/requisition activities.

• Evaluate bids for goods and services.

• Perform cost/benefit analyses for technical solutions.

• Review design drawings and specifications for projects to ensure they meet Marathon standards.

• Participate in technical reviews with project engineers, other engineering disciplines, equipment suppliers, engineering contractors, and/or consultants.

• Ensure assigned work complies with all applicable MPC and industry standards and recommendations (e.g. ANSI, NFPA, API, ISA, NEMA, etc.)

• Aid in maintenance and training development for new instrumentation equipment installed on assigned projects.

• Review and approve proposed changes to applicable process safety information (PSI) documents, including P&IDs and instrument data.

• Periodically provide recommended improvements to Marathon instrument standards and specifications based on industry and site-specific experience.

• Serve as project engineer on small instrumentation projects and oversee field execution.

• Provide engineering technical support to the Turnaround team prior to and during planned unit outages.

• May work extended hours including nights and weekends, in a process operations environment and during periods of inclement weather. Will access areas of the Refinery requiring use of stairs and/or ladders to inspect critical process equipment and instrumentation.

Minimum (Required) Qualifications:

• Bachelors degree (or higher) in a relevant Engineering discipline from an accredited institution. Chemical or Electrical Engineering preferred.

• Minimum 3 years of relevant experience.

• Must be authorized to work in the US on a full-time indefinite basis without the need for employment visa sponsorship now or in the future.

• A valid drivers license is required.

• Experience and proficiency with Microsoft Office software including Outlook, Word, Excel, PowerPoint.

• Have a current and valid TWIC before the first day of employment.

Preferred Qualifications:

• Minimum 3 years of post-degree experience in the refining, petrochemical, or manufacturing industries with instrument systems and applications.

• Engineering experience in a refinery setting.

• Experience performing sizing, selection, and specification of field instrumentation including control valve sizing, thermowell vibration analysis, and orifice calculations.

• Experience participating in multi-disciplinary P&ID (piping and instrumentation diagram) reviews and PHA (Process Hazards Analysis) reviews, that reflect planned field changes.

• Experience troubleshooting instrumentation systems, and collaborating with Maintenance on assessment, design and implementation of preventive and predictive maintenance programs and reliability improvement programs for instrumentation.

• Experience supervising loop checks prior to commissioning.

• Experience with SmartPlant Instrumentation (SPI).
