Responsibilities You will act as the project leader for execution of difficult and highly complex or controversial projects or program initiatives with far-reaching scope and effect. You will provide region-level technical reviews of Environmental Assessments and Environmental Impact Statements to ensure regional consistency and conformance with Navy policy. You will oversee and assist with installations’ compliance with Federal, State, and local laws and regulations on issues related to assigned areas of expertise. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and reviewing National Environmental Policy Act (NEPA) documents including Environmental Assessments (EA) and/or Environmental Impact Statements (EIS); 2) Leading interdisciplinary project teams and assigning work products while ensuring project schedule requirements are met; and 3) Providing environmental compliance recommendations and guidance to higher authority, customers, and/or regulatory agencies. Education Applicants for the Environmental Engineering Series (0819) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelors degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelors degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelors degree in engineering, provided the applicant has had at least one year of professional engineering experience under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Applicants for the General Physical Science Series (1301) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience — education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Applicants for the General Physical Science Series (0401) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. Applicants for the Community Planning (0020 series) must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: You have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR You have a combination of education and experience where you have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one year of work experience in community planning acquired under the supervision and guidance of a community planner. OR You have a combination of education and experience where your courses were equivalent to a major in community planning, urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. PHYSICAL DEMAND: Work requires regular and recurring field investigations and site visits in which there is a considerable amount of walking, stooping, bending, and climbing. TRAVEL: Work requires the employee to drive a vehicle. A valid state drivers license is required. Work requires overnight travel away from the normal duty station, typically 1-5 days at a time. Travel by air is required. WORK ENVIRONMENT: Work is usually performed in an office setting, with occasional visits to construction sites, industrial sites, or undeveloped areas. The work involves moderate risks or discomforts that require special safety precautions while in the presence of construction or industrial operations and operating equipment.
