Operations Specialist IV – Event Investigator

The Operations Specialist job family is responsible for all activities relating to operations and maintenance associated with plant equipment and systems. The Operations Specialist IV (Event Investigator) will be directly responsible for conducting event investigations following discovery of events/conditions, such as those required per 29 CFR 1910.119(m), Incident Investigations or DOE O 422.1, Conduct of Operations. The Operations Specialist IV (Event Investigator) will assist with the performance of Operations drill scenarios and willing provide coaching, mentoring, and evaluation to WTP Operations staff in response to operational off normal events at the WTP job site.

This position shall be performed under the day-to-day direction, control, and supervision of WTCC

MAJOR RESPONSIBILITIES/DUTIES/TASKS

Perform all work safely and with the utmost concern for the safety of self and other employees.

Perform all work in compliance with environmental permits and regulations.

Perform activities and meet the goals and objectives established by the facility management organization.

Represent Plant Management for interfaces with other project organizations on issues affecting operations.

Review and understand the following types of documents:

Project design and other documents for, maintenance and testing impacts, and repair methods

System operating manuals, emergency response procedures, and other operational documents

Training qualification, training delivery/content, or other training materials

Manage corrective action implementation in Contractor Assurance – Corrective Action Management Program (CAMP, sometimes referred to as Issues Management software) regarding preventive action implementation following the identification of human performance cause codes during investigation.

Manage effective implementation of immediate and/or compensatory actions following identification of events/conditions until causal/root cause analysis may be completed.

Perform Facility walkdowns to support investigatory needs.

Identify deficiencies and initiate corrective actions.

Perform assessments and surveillances.

Ensuring the standards set by the conduct of operations procedures are upheld in the planning and performance of all facility activities.

Support Shift Operations Manager in timely categorization and notification of Department of Energy occurrence reportable events.

Act as alternate/backup Occurrence Report Coordinator, including ORPS database use and interface between Department of Energy representative and local facility management.

Support the conduct of Operations pre-drill briefing with drill team members.

Support the conduct of Operations Drills in accordance with drill scenario. Ensure drills are conducted safely and participants follow approved procedures.

Support the conduct of Operations post drill briefing. Evaluate and record strengths and weaknesses of drill participant activities.

Support Plant Management with identification of trends, performance indicators, or other data related to the reporting and investigation of events/conditions.

Support implementation of project wide initiatives affecting plant operations personnel and resources.

Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work to protect self, others, and the environment.

SUPERVISORY RESPONSIBILITIES

Education: High School Diploma or GED. Associates degree in engineering or science or equivalent education desired. Associates degree in related field may be substituted for two years of experience. Bachelor’s Degree in related field may be substituted for four years of experience.

Experience:

Required: Eight (8) years of experience in operations, startup, construction, maintenance, design, or other relevant work experience in nuclear or high hazard waste treatment facilities.

Preferred:

Experience in industrial investigations, audit/surveillance, or other relevant investigatory or interviewing of management and bargaining unit personnel. Knowledge of DOE operating policies, rules and regulations, and knowledge of industry codes and standards desired. Knowledge of root cause or apparent cause analysis. Knowledge of DOE O 232.2A, Occurrence Reporting and Processing of Operations information, highly desired. A working knowledge of Conduct of Operations highly preferred. A working knowledge and operation of remote/field/control room systems such as mechanical systems, pumps and fluid systems, electrical systems, cranes and hoists, process jumpers, remote waste handling equipment, power manipulators, and instrumentations, lifting hardware, etc. and associated inspection requirements desired. Experience with condition reporting and recommendation action development and management in DevonWay or similar software desired.

Primary Classification Essential Elements:

Performs deskwork, including reading, writing, computer work processes, and telephone operations. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts. May require long periods of sitting and/or standing. Oversees field activities outside of posted/barricaded hazardous/contaminated areas (e.g., at barricade boundary) through inspections, observations, coaching, which require walking, climbing, descending, crouching, standing, bending, twisting, and turning along with wearing personnel protective equipment while carrying an assortment of small items (e.g. flashlight, procedures, tablet, or notebook, etc.) Occasional lifting or transport of items to from desk and printing stations

2: Secondary Job Classification Essential Functions:

Oversee field activities inside and outside posted/barricaded hazardous/contaminated areas e.g., radiological, chemical, etc. through inspections, observations, coaching, which require walking, climbing, descending, crouching, standing, bending, twisting, and turning along with wearing personnel protective equipment while carrying an assortment of small items (e.g. flashlight, procedures, tablet, or notebook, etc.)

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.

Must be able to work in the United States without Sponsorship

Must be able to obtain a Department of Energy (DOE) badge for access to the Hanford site .

COMPENSATION & BENEFITS

HIRING SALARY RANGE: $112,835.92 – $178,251.96 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
