DESCRIPTION OF WORK
The primary responsibility of this position involves the application of engineering principles and practices to ensure that bid packages adhere to department standards and specifications, as well as align with sound engineer principles for constructability. This includes reviewing plans and related data, collaborating with designers and other district units, preparing special provisions, estimates, and assembling proposal documents for federal aid projects. Additionally, conducting plan checks on plans of varying complexity to ensure accuracy for bidders is a key aspect of the role. Moreover, the role entails assisting in market analysis of past contractor bids to evaluate their impact on future estimates, contributing to the overall efficiency and effectiveness of construction projects.
Work Schedule and Additional Information:
– Full-time employment
– Work hours are 7:30 AM to 3:30 PM, Monday – Friday, with 30-minute lunch.
– Telework: You may have the opportunity to work from home (telework) part-time, after successfully completing the probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Montoursville.
– Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
– Successful completion of the Civil Engineer Trainee training program (commonwealth title); or
– Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
– Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associates degree in civil engineering technology or a closely related engineering discipline; or
– One year of civil engineering experience in the appropriate specialty, and a bachelors degree in civil engineering or a closely related engineering discipline.
Other Requirements:
– PA residency requirement is currently waived for this title.
