Summary This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff. The incumbent performs work in support of the SecDef and Chairman through integration with all U.S. Combatant Commands, Combat Service Support Agencies, Services, SecState, interagency, multinational partners, private industry, and academia that directly impacts the nations current and future military capabilities Responsibilities This position is being filled under the Direct-Hire Authority for the Department of Defense for Post-Secondary Students and Recent Graduates, Section 1102 of the National Defense Authorization Act for Fiscal Year 2019, Public Law 115-232. As a OPERATIONS RESEARCH ANALYST at the GS-1515-11/12/13 some of your typical work assignments may include: Provide expert analysis on the future operating environment to support the design of a globally integrated joint force, benchmarked against current and long-term pacing threats Research emerging technologies and assess how they will change future warfare or enable the introduction of new capabilities. Examine how changes in the international system and the actions of other global actors will affect the Joint Force Write reports and analysis that enable the Joint Staff J7 to publish updated editions of the Joint Operating Environment (JOE), and Gamechangers along with new Estimates of the Situation. Develop briefings, information papers and other products to help facilitate a common understanding of the future operating environment throughout the Joint Force Represents the Joint Staff position in staffing of documents or meetings related to the Joint Strategic Planning System Requirements Conditions of Employment Qualifications To be considered for a Post secondary or Recent Graduate (select one) appointment you must meet ONE of the following requirements: {Post Secondary} Be currently enrolled in, and in good academic standing at, a full-time program at an institution of higher education; AND is making satisfactory progress toward receipt of a baccalaureate or graduate degree; AND has completed at least one year of the program. {Recent Graduate} Complete all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution not more than two years before the date of the appointment; OR a person who has completed a period of obligated service in a uniformed service of more than four years, such term means a person who was awarded a degree not more than four years before the date of the appointment. In addition to meeting the Recent Graduate eligibility requirements, your resume and supporting documentation must support: You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Leads a team to clearly articulate Joint Staff position on high level matters and execute these approaches through writing and publishing analytic documents applicable to the Joint Staff, and the Department of Defense for analysis on future operating environment to support development of threat-based joint concepts; Leads a team to research emerging technologies and assess how they will change future warfare or enable the introduction of new capabilities; Applies an extensive knowledge of international relations, public policy, and political science analytic methods to describe a future security environment; Applies an extensive knowledge of international systems to analyze and synthesize trends within the national security environment to develop studies, position papers, etc. submitted for decision maker review; Applies an extensive knowledge of the future operating environment and concept development in order to research data analysis and inform develop joint concepts and concept of operations OR You may qualify at the GS-12, if you fulfill the following qualifications: B. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Participates as a lead member to clearly articulate Joint Staff position on high level matters and execute these approaches through writing and publishing analytic documents applicable to the Joint Staff, and the Department of Defense for analysis on future operating environment to support development of threat-based joint concepts; Participates as a lead member of the team to research emerging technologies and assess how they will change future warfare or enable the introduction of new capabilities; Applies a broad knowledge of international relations, public policy, and political science analytic methods to describe a future security environment; Applies a broad knowledge of international systems to analyze and synthesize trends within the national security environment to develop studies, position papers, etc. submitted for decision maker review; Applies a broad knowledge of the future operating environment and concept development in order to research data analysis and inform develop joint concepts and concept of operations. OR You may qualify at the GS-11, if you fulfill the following qualifications: C. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Participates as a lead member to clearly articulate Joint Staff position on high level matters and execute these approaches through writing and publishing analytic documents applicable to the Joint Staff, and the Department of Defense for analysis on future operating environment to support development of threat-based joint concepts; Participates as a lead member of the team to research emerging technologies and assess how they will change future warfare or enable the introduction of new capabilities; Applies a broad knowledge of international relations, public policy, and political science analytic methods to describe a future security environment; Applies a broad knowledge of international systems to analyze and synthesize trends within the national security environment to develop studies, position papers, etc. submitted for decision maker review; Applies a broad knowledge of the future operating environment and concept development in order to research data analysis and inform develop development of joint concepts and concept of operation OR D. GS-11 Only: I have Masters or equivalent graduate degree listed educational requirements. E. GS-11 Only: I have specialized experience as described in the GS-11 specialized requirements, but less than one year and I have some graduate education as described in educational requirements, but less than the required. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). GS-12 Only: I have specialized experience as described in GS-12 specialized experience, but less than one year and I have some graduate education as described in educational requirements, but less than the required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the GS-1515 series: REQUIRED: Degree in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, economics, management science, engineering, or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. At least 3 of the 24 semester hours must have been in calculus.
