Summary You will serve as a Program Analyst (Business Services) in the Military Sealift Command (MSC), Directorate Ship Management (DSM), and Directorate Ship Management (DSMB) Business Support Group in Norfolk, VA of MILITARY SEALIFT COMMAND. Responsibilities You will be responsible for the life cycle management, ship readiness, maintenance and repair, and logistics to support worldwide U.S. Armed Forces missions. You will be responsible for writing procedures, SOPs, operating procedures and technical procedures. You will be responsible for assisting supervisors in answering problems or questions of complex or complicated matters that would otherwise require first line supervisor to be away from their worksite. You will be responsible for maintaining and updating files for all job titles within the organization. You will be responsible for planning, coordinating, and carrying out the successive steps in fact-finding and analysis of procedural issues related to business services and office administration functions. You will be responsible for performing a variety of clerical, administrative and technical duties and responsibilities in support of management. You will be responsible for collecting and compiling budget and program data, budget execution review, and monthly, quarterly, and annual reports. You will be responsible for receiving, validating, coding and recording a variety of obligating documents. Requirements Conditions of Employment Qualifications GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience collecting and compiling budget and program data, budget execution review, and monthly, quarterly, and annual reports. Experience developing trends and analysis, assisting in analyzing data to determine adequacy and requiring a substantive practical knowledge of the organizations mission and operating programs; supports the organizations and functions; and specific techniques of analysis. Experience applying combined knowledge to the continued study and resolution of questions and problems to promote efficiency and effectiveness of the assigned area of responsibility. Experience working daily within an automated office environment and developing work products utilizing currently authorized Navy Marine Corps Intranet (NMCI) software (Microsoft Office, Word, PowerPoint, Excel, Access, Project, Navy Enterprise Resource Planning (ERP), Procurement Management Tool (PMT), and other financial systems. GS-05: Your resume must demonstrate three years of general experience with at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. General experience must demonstrate the following: Experience analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. Experience communicating effectively orally and in writing and maintaining records and updating files within the organization. Experience planning and coordinating related business and office administrative functions. Experience performing a variety of clerical, administrative, and technical duties responsible in support of management with the intent of accomplishing the administrative requirements of the organization.
