Army Program & Budget Support Analyst (PEO Aviation)

General Summary:
Performs highly complex material and/or labor cost analyses and estimations and may provide leadership to lower-level cost analysts. Supports PEO Aviation Plans, Programs, Resources, & Procurement with senior program/budget support. Ideal candidates have recent and relevant experience gained from providing similar types of support to DOD organizations or DoD contractors.
Principal Duties and Responsibilities (Essential Functions)
Prepares reports concerning the highly complex financial/administrative aspects of assigned contracts/programs
Conducts cost, schedule, and contract performance variance and risk analysis, and prepares reports as required
Develops cost controls, procedures, systems, and forecasting techniques in order to evaluate contract/program status
Compiles and prepares complex estimates and cost models
Provides preliminary estimates for planning purposes and detailed itemized estimates based on final plans and specifications
Ensures compliance with government/customer requirements in assigned area
Interfaces with government auditors in support of pre-award and post-award proposal audits
Prepares reports concerning the complex financial/administrative aspects of assigned contracts/programs
Reviews, analyzes, and interprets various GFEBS financial documents and reports against established financial metrics
Reviews and consolidates SmartCharts (program reviews) input
Renders input in preparation for high-level meetings with customers, senior Army officers and civilians, corporate executives, government action officers, and other vendors. This input may be narrative or charts and should be of a quality that little rework is required by senior analyst or PM
May be assigned to government mandated cost/accounting management systems
May provide work leadership to lower-level cost analysts

Required SkillsRequired Experience
Bachelor’s degree in a related field and minimum of 10 years related experience, or Masters degree in a related field and 8 years of related experience
Must have an active Secret security clearance
Experience with funds distribution, purchase requisitions, and program reconciliation using General Fund Enterprise Business System (GFEBS)
Experience collecting and analyzing Program Objective Memorandum (POM) data
Possess working knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process
Knowledge of Army business processes regarding multiple types of appropriations to include Operations and Maintenance, Army (OMA), Aircraft Procurement, Army (APA) and Research, Development, Test & Evaluation (RDT&E)
Experience reviewing travel orders and authorizations in Defense Travel System
Experience with Program Elements (PE), MDEP’s, and Sub Activity Groups (SAGs)
Experience preparing spend plans
Experience with reprogramming process
Experience in funds execution, planning, and programming of Army appropriations
Experience developing and defending POM requirements for Army appropriations
Experience with Joint Reconciliation Program (JRP) and Financial Improvement Audit Readiness (FIAR) support to include research and review of audit samples data from GFEBS for Open Commitments, Unliquidated Obligations (ULOs), Unfilled Customer Orders, Accounts Payable/Receivable, and preparation of JRP packages for submission to Budget Submitting Office (BSO)
Must have demonstrated experience working in a team environment
Must have excellent written and oral communication skills
Preferred Qualifications
Prior experience supporting PEO Aviation in a Program Analyst role
