The Assistant Director of Utilities is a Professional Engineer leading the design, construction, implementation, and completion of City Capital Projects, Maintenance Projects, and Public Services construction-related projects with high-level project management and engineering skills. ESSENTIAL FUNCTIONS and IDEAL CANDIDATE ? The City of Terrell is seeking an optimistic and proactive problem solver who values honesty and hard work as its Assistant Director of Utilities. ? The Assistant Director of Utilities should understand program development and administration principles, personnel and risk management, municipal budget preparation and administration, and personnel supervision, training, and performance evaluation. They should also know how to craft goals, objectives, and management plans to ensure they are ambitious but achievable and hold the organization accountable to its many stakeholders. ? The ideal candidate will feel comfortable working under pressure; leading a variety of initiatives, identifying and responding to sensitive community and City Council issues, concerns, and needs; delegating work and responsibilities as needed; and representing the organization and its interests. ? Provides project management over design and construction contracts primarily focusing on jobs related to water and wastewater pipelines and associated paving repairs or replacement, including elevated storage tanks, water pump stations, SS lift stations and wastewater treatment plants. Projects may also involve other disciplines such as streetscape, alley, drainage, flood control, bridge, sidewalk, irrigation, structural design elements and erosion control. ? Coordinates all phases of the engineering design and construction of capital improvement projects; participates in the development of project budgets. Determining funding; engages, interacts, and collaborates with other departments within the City; communicates and provides responses to citizens, council members, developers, and other City departments regarding project status. ? Ensures that the proposed infrastructure improvements are of good design quality and that the projects are in compliance with City, State, and Federal standards. ? Assist the Director of Utilities and/or City Engineer in preparing agenda packages, administrative action packages, and administrative change order packages for engineering design contracts, engineering supplemental agreements, construction contracts, and construction change orders. ? Collaborates, engages, and works with consultants, inspectors, contractors, engineers, and representatives from the agencies within the City and outside, to successfully complete the design and construction of all infrastructure projects; performs site visits to verify progress, responds to engineering concerns, and verifies the project plans, specifications and project budgets are complied with. ? Performs any other work as needed and as directed. ? Required to have experience with Google Office Suite and/or MS Office Suite (Excel, PowerPoint, Word). Auto CAD and ESR GIS. KNOWLEDGE and SKILLS ? Thorough knowledge of city ordinances, design manuals, engineering standards, state and federal regulations, and professional ethics. ? Knowledge of project management and implementation practices and methods. ? Ability to communicate effectively both orally and in writing with a variety of people. ? Knowledge of civil engineering principles, including safety, legal, licensing, credentialing, and innovation. ? Ability to establish and maintain strong business relationships with City personnel, contractors, consultants and City residents. ? Knowledge of civil engineering principles, particularly with the design, construction, and maintenance of public works projects. ? Experience in land development including grading, drainage, street, floodplain development, water and sanitary sewer design is an asset. ? Able to meet strict deadlines. ? Have strong organizational skills and be able to multi-task several projects. ? Be able to work alone or with a team. EDUCATION and EXPERIENCE Any combination of education and experience that would provide the knowledge and skills required for this position is qualifying. A typical way to obtain those abilities is a bachelors degree (minimum) from an accredited college or university, with a degree in engineering, public administration, or a closely related field preferred. Candidates should also have 10 years of increasingly responsible experience in government or business management, including five years of local government administrative and supervisory experience. Military experience or additional years of management experience may substitute for portions of the educational requirement. License or Certification: ? Must possess a valid Texas Class C drivers license. ? Having a Class A Water License and/or Class A Wastewater License is not required but is beneficial. ? Have or be able to obtain a P.E. license in Texas and/or have/or be obtaining certifications from the Construction Management Association of America (CMAA) i.e. CMIT, CACM, and CCM is not required but is beneficial ADDITIONAL DETAILS Physical Demands: The physical demands are representative of those that must be met by an employee to successfully perform the essential functions of this job. ? Must be able to walk, stand, stretch, bend, twist, stoop, and kneel. ? Frequently required to lift and/or move up to 30 pounds. ? Often required to visit adverse field conditions in poor weather on unimproved or hazardous construction conditions to assess worker safety and/or emergency construction/repair conditions. ? Specific vision abilities required by this job include close vision and the ability to adjust focus. The noise level in the work environment is usually moderate. Employee must have the ability to maintain concentration in the midst of interruptions and background noise. ? Outdoor work on unpaved surfaces is required to review future construction sites, ongoing construction and construction acceptance reviews Compensation and Benefits: The City of Terrell offers a competitive salary depending on qualifications, education, and experience.
