Job Title: Heavy Equipment Operator Wage/ Status: Non-Exempt Reports To: Deputy Director of Public Works Revised: September 2024 Department: Public Works General Job Summary The Heavy Equipment Operator provides proper maintenance and operation of the water distribution and wastewater collection systems. This is accomplished by excavating for necessary repairs and/or installation of city mains, services, fire hydrants, water meters, meter boxes, valves, and pumps. Additional duties include the safe operation of a variety of equipment in order to complete other projects such as landscaping, pavement, and/or right-of-way restoration. Essential Qualifications Education/Certification: High School Diploma or a GED equivalent. Valid Texas Class B Commercial Drivers License with Tanker Endorsement within twelve (12) months of employment. Completion of a Confined Space course through an accredited training facility. Possession of a TCEQ (Texas Commission on Environmental Quality) Class C Water Distribution and/or Class II Sewer Collection License. When assigned to Water Utility Knowledge of Manual on Uniform Traffic Control Devices (MUTCD) regulations, traffic safety, and traffic control. When assigned to Streets/Drainage. Must pass criminal background check. Must pass post-offer physical exam. Experience (Required): Two (2) years of experience in the maintenance, repair, and/or construction of streets, drainage, or water systems preferred. Municipal experience in these areas preferred. Knowledge, Skills, and Abilities: Ability to follow oral and written instructions. Ability to read and understand technical instructions and maps. Ability to safely operate or use equipment, tools, and cleaning supplies for the assigned duties. Knowledge of equipment and tools used in maintaining Town property and facilities. Knowledge of cleaning and maintenance techniques for buildings, equipment, and worksites. Ability to troubleshoot, problem solve issues. Ability to work and contribute to a team environment and treat co-workers and customers with respect. Ability to provide a high standard of customer service and a professional attitude with all internal and external customers. Duties and Responsibilities: Maintains and/or repairs water lines, sewer lines, fire hydrants, lift stations, and relative components. Repairs manholes and/or vaults and removes and replaces manhole lids and/or meter box lids. Installs, reads, and/or replaces water meters. Cleans, maintains, and inspects al equipment, tools, and vehicles for safe operation and notifies any deficiencies to an immediate supervisor. Assists other Departments and/or Divisions as needed, such as Water, Wastewater, Streets, Fire, Police, Parks, etc. Loads and transports materials and equipment to and from the job site or other designated locations. Performs tasks with care and is thorough. Checks work to ensure accuracy and completeness. Compares final work product to what is expected to find inconsistencies or errors. Remains aware and takes care of details that are easy to overlook or dismiss as insignificant. Performs all work functions and operates all equipment in a safe manner to ensure the safety of self, co-workers, and the public. Follows all safety procedures, ensures a safe working environment, and immediately reports any unsafe working conditions. Understands and applies the principles of quality customer service by responding promptly to customer needs and requests; seeking to understand customers circumstances, problems, expectations, and needs; and educating customers. Supervisory Responsibility: Job has some responsibility for the direction or supervision of others. Tools/Equipment Used: Operates a variety of city equipment and vehicles including, but not limited to: vac-trailers, excavators, pipe saws, chainsaws, light duty pickups, backhoes, dump trucks, power tools, and other utility equipment. Posture: Frequent standing, kneeling/squatting, bending/stooping, pushing/pulling, and twisting; work in tiring and uncomfortable positions, i.e., enclosed spaces. Motion: Frequent walking, climbing stairs/ladders/scaffolding, grasping/squeezing, wrist flexion/extension, and overhead reaching; frequent driving; frequent keyboarding and use of a mouse. Lifting: Exerting over 100 lbs. occasionally, 50-100 lbs. frequently, or up to 20-50 lbs. constantly. Environment: Primary work locations are outdoors and a maintenance shop. Working conditions include frequent exposure to unpleasant environmental conditions and/or hazards. Frequent physical effort is required. Work requires unusual hours and the ability to be on call after business hours. Mental Demands: Maintain emotional control under stress.
