Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Civil Engineer (Hydraulics). Duty Location: Lakewood, Colorado Responsibilities The Hydraulic Investigations and Laboratory Services group, located within the Bureau of Reclamations Technical Service Center in Lakewood, Colorado, applies physical hydraulic modeling, computational fluid dynamics modeling, hydraulic analysis, and field measurements expertise to help solve critical water issues in the western United States. Staff operate the Bureau of Reclamations world-recognized 54,000 sq. ft. Hydraulics Laboratory, with an 88-year history of developing state-of-the-art hydraulic engineering technologies. Engineers use cutting edge equipment to address site-specific needs and conduct applied engineering research studies that benefit all Reclamation projects. Civil Engineers develop computational fluid dynamics models to solve difficult problems and visualize solutions. Engineers also travel to field locations to test hydraulic structures and equipment. Each employee is given the opportunity to develop their skills through formal training, on-the-job mentorship, and professional engagement and is encouraged to bring their unique expertise to enhance the groups capabilities. Duties are listed at the full performance level: Performs civil engineering duties by conducting physical and numerical modeling and field assessments, collecting data, and completing data analysis in the area of hydraulics, fluid mechanics, and water resources. Applies engineering concepts and practices in hydraulics and the principles of fluid mechanics to plan, coordinate, and conduct studies on civil structures such as dams, canals, pumping plants, pipelines, fishways, hydraulic machinery, and associated river and reservoir systems. Performs hydraulic engineering studies and on projects related to evaluating and improving the design performance of hydraulic structures and equipment, developing environmental solutions for river restoration, fish passage, and fish protection, ensuring the safety of dams, and managing and conserving water. Participates in scientific and applied engineering research, including laboratory and field investigations, in support Reclamations mission. Prepares written technical documentation such as technical laboratory reports, technical memorandums, engineering study analyses and results, peer-reviewed research publications, model drawings, and technical proposals. Makes oral presentations of technical work to internal team members and external technical briefings to Reclamation clients and collaborators. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelors degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -or- B. Combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure — Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Boards eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.-or- 2. Written Test — Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.-or- 3. Specified academic courses — Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. -or- 4. Related curriculum — Successful completion of a curriculum leading to a bachelors degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelors degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) ~and~ ADDITIONAL REQUIREMENT In addition to meeting the basic education requirement, you must also meet one of the following for the GS-0810-11 grade level. Specialized experience is obtained after the requirements noted under Basic Qualifications Requirements are met. A. Specialized Experience: One year of specialized experience equivalent to the GS-9 grade level. To meet specialized experience, your resume must describe experience that demonstrates the knowledge, skills, and abilities as follows: Developing and conducting hydraulic engineering assessments that involve physical hydraulic modeling, numerical modeling, hydraulic field investigations and/or hydraulic analyses. Applicant must have communication skills that include written technical documents and oral presentations. -or- B. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate leading education to such a degree or LL.M., if related. -or- C. Combination of Education and Experience: A combination of high-level education (noted in B) and specialized experience (noted in A) may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
