Summary The position will routinely report to the Central Regional Airports Division Office (CE-600). The incumbent serves as a liaison between the Airports Division, Human Resources Office, Headquarters, and other regional organizations, in the execution of Division programs. Responsibilities FV-G Duties: Regional focal point responsible for soliciting data needed to prepare an annual budget. Makes recommendations, under the oversight of management, on the execution of the annual budget. With assistance from a senior analyst or management, tracks budget and makes recommendations to management on annual financial operating plans, quarterly reviews, and monthly budgetary requirements. Maintains fiscal controls (cuff records/spreadsheets) to ensure compliance with stated allocations and allotments. Tracks and monitors expenditures and makes recommendations based on trends, deficiencies, and known program requirements. Prepares and forwards requests for personnel action to HR for action. Assists managers with position descriptions, job analysis tools, and general correspondence required by HR for staffing and classification requests. Monitors and prepares appropriate documentation supporting procurement activities such as office supplies, materials, equipment, and contractual services. Monitors costs and tracks expenditures for budgetary purposes. Tracks goals and objectives, established by management, for the organization which are consistent with agency goals and objectives. Consults with manager prior to making recommendations and providing guidance to the administrative staff on procedural and policy matters related to the Division programs. FV-H Duties: Regional focal point responsible for soliciting data needed to prepare an annual budget. Responsible for making recommendations on the execution of the annual budget. Prepares annual financial operating plans, initiates and executes quarterly reviews, and completes monthly budgetary requirements. Independently applies experience and knowledge to develop reports. Prepares and forwards requests for personnel action to AHR for processing. Assists managers with position description content and format, job analysis tools, and general correspondence required by AHR for staffing and classification requests. Works closely with the Airports budget team to ensure all hiring and recruitment activities and plans are developed and managed to applicable staffing levels; ensuring end-of-year hiring numbers are obtained and are consistent with Airports priorities. Develops and maintains specialized reports and metrics to improve resource utilization. Monitors and prepares appropriate documentation supporting procurement activities such as office supplies, materials, equipment, and contractual services. Monitors costs and tracks expenditures for budgetary purposes. Approves procurement requests, monitors costs, and tracks expenditures for budgetary purposes. Assists management in establishing and achieving goals and objectives for the organization, which are consistent with agency goals, and objectives. Makes recommendations and providing guidance to the administrative staff on procedural and policy matters related to the Division programs. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: experience compiling and tracking data to provide guidance and recommendations for organizational activities, organizing and maintaining records, applying established guidelines, working with multiple divisions and handling competing priorities. To qualify for this position at the FV-H level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS-10/11 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: experience tracking, preparing, and managing budgets, providing recommendations on budgetary requirements, organizing and maintaining annual budgetary records, interpreting and applying established guidelines; coordinating with multiple offices to accomplish assigned tasks and ensuring assigned tasks are completed based on priority and need of the office.
