Accountant – Accounts Receivable

Job Summary

TheAccountant-A/R is responsible for performingentry-level professional financial, accountingand analysis work such as reconciling general ledger accounts, processing internalallocations, preparing financial reports, assisting with the annual audit, providing annualbudgetsupport, investmentandcashmanagementsupport, performingresearch and analysis, bank reconciliations. Work requires limited supervision andthe use of independent judgment and discretion.

Examples of Duties

– Performs account receivables deliverables, which includes downloading and reviewing daily payments; uploading and posting receivable payments to the financial system; posting tax collections; submitting cash book entries for miscellaneous payments; and/or performing other related deliverables.
– Reviews and reconciles daily bank activity in order to monitor the Citysdaily cash flow; reviews all bank documentation in order to provide support to other Citys departments and resolve complex issues and enters wires transfers, ACH payments in the banks application.
– Monitors bank balances to ensure compliance with collateralization requirements;determines collateral required amounts per Citys policy; and requests additional collateral from banks as needed.
– Reviews bank account analysis statement to ensure accuracy of monthly fees charged to the City and allocates fees for accounting and payment processing; prepares monthly and annual analysis on bank services, transactions, and fees; prepares the annual budget for bank fees.
– Manages the bank depository through the solution of low to medium complex issues and requesting changes and updates in existing services.
– Prepares multiple reconciliations to ensure accuracy of financial records, including but not limited to accounts receivable, grant receivable, deferred revenues, revenues, miscellaneous accounts receivable and deposits.
– Prepares monthly fiscal reports, special reports and annual reports and returns relating to assigned accounts.
– Maintains, reconciles and audits a variety of ledgers, reports and accounting transactions to ensure accuracy.
– Monitor and balance various accounts including availability of funds and classifying expenditures; research and analyze transactions to resolve problems relating to accounts.
– Prepare year-end audit work papers for assigned accounts.
– Prepares a variety of monthly allocations, calculations.
– Prepares and enters monthly journal entries into financial system.
– Review and analyze monthly utility refund distribution.
– Reviews daily cash packets created by revenue collections and submit to the general ledger.
– Review and process daily Positive Pay exceptions.
– Creates special event invoicing.
– Assist in preparing annual work papers, which includes year-to-date interest income schedules, allowance for doubtful accounts schedule, tax receivables, tax levy calculations and adjustments, revenue distributions bad debt and reserves, receivable calculations, utility year-end schedules and journal entries, unclaimed fund processing, and/or other applicable items.
– Performsotherdutiesasassignedorrequired.

Typical Qualifications

– Knowledge of General Accounting Standards Board (GASB) requirements,Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS) related to municipal finance administration and program development.
– Knowledge of methods for the preparation and development of the Annual Comprehensive Financial Report (ACFR).
– Knowledge of technical accounting, financial reporting and complex general ledger systems.
– Knowledge of Federal, State and Local financial policies, law and regulations including tax laws.
– Knowledge of bank and cash management procedures and internal controls.
– Knowledge of research and analysis methods.
– Skilled in performing repetitive accounting tasks with a high degree of accuracy.
– Skil ed in preparing journal entries.
– Skilled in researching discrepancies.
– Skilled in applying accounting procedures and principles.
– Skilled in reconciling cash and other related accounts.
– Skilled in recording, analyzing, verifying, reconciling, and reporting accounting transactions.
– Skilled in managing and completing deliverables in a timely and efficient manner.
– Ability to prepare clear and concise accounting statements and reports.
– Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
– Possessexcellent writtenandoralcommunication skills withtheabilityto communicate and workcooperativelywith alllevelsandtypesofpersonnel.

Education and Experience

– Bachelors DegreeinAccounting or Finance.
– Andtwo (2) years of technical experience in accounting or finance.
– Preference given to individuals with governmental fund accounting experience,
– A Master of Accountancy or a Masters of Business Administration may substitute for one year of professional experience.
