Accounting Specialist (Full-Time)
RHOME-CITY OF
This position is responsible for accurately completing assigned accounting functions in the area of bookkeeping, data entry and accounting in compliance with fiscal policy and practice. Under general supervision, performs a variety of duties, including; processing payroll transactions and related reports, and preparing payments for accounts payable, processing accounts receivable, and preparing and submitting reports. Accurately prepare, enter, or verify various financial transactions, financial records and conducts reconciliations for routine review by the City Administrator.
Administrative direction is provided by the City Administrator as the direct supervisor.
ESSENTIAL FUNCTIONS
Essential duties and responsibilities may include, but are not limited to, the following:
Processes Accounts Payable (full-cycle), including invoice and purchase order entries from departments and vendors; updating and balancing reports and ledgers.
Receives, reviews, and verifies invoices from vendors;
Receives, reviews, and verifies check requests and supporting documentation.
Reconciles accounts payable accounts, researches and corrects discrepancies, if any. Performs various other reconciliations.
Reviews and reconciles with various vendor statements, researches, and corrects discrepancies, if any. Continually practices fraud prevention.
Process daily court payments via journal entry along with other various journal entries.
Corresponds with vendors and responds to their inquiries.
Assist in the preparation for the annual audit including preparation of audit work papers and corresponding journal entries. Responsible for properly reviewing and coding invoices during fiscal year-end, working with supervisor on procedure updates.
Works and communicates with various staff in other departments to determine account payable needs and requirements daily.
Makes recommendations for improvements to accounts payable policies and procedure.
Processes payroll transactions and related reports.
Files quarterly and annual tax reports including year-end W-2s and 1099s.
Prepares monthly TMRS report.
Remits HSA contributions each pay period
Manages the weekly check process and distribution.
Maintains various project tracking spreadsheets.
Prepares and assists with journal entries related to payroll and accounts payable.
Prepares reports for external auditors and correspondence related to financial transactions.
Performs data entry, retrieval, and data searches.
Provides excellent public relations and customer service.
Greets visitors; provides requested information; assist customers in public and over the telephone, including referrals to other City employees.
Conveys a positive professional image by action, communication and appearance.
Exhibits regular, reliable, and punctual attendance, as an essential function of this job.
May be asked to perform additional job duties that are directly, indirectly or completely unrelated to normal job functions, such as processing permit related duties.
Performs other related duties as required/assigned.

KNOWLEDGE OF:
Accounting theories, principles, and practices; Generally Accepted Accounting Principles (GAAP).
Automated accounting systems (such as STW, OpenGov, or Incode).
Records management and maintenance practices and procedures.
Applicable local, State, and Federal laws, regulations, and ordinances
Microsoft Office products, such as Excel, Word, PowerPoint, etc.
SKILL IN:
Performing repetitive accounting tasks with a high degree of accuracy.
Preparing clear, professional, and concise reports and documents.
Applying and maintaining internal controls and fraud prevention.
Managing and completing projects in a timely and efficient manner; meeting deadlines.
Establishing and maintaining effective working relationships.
Communicating effectively both verbally and in writing.
QUALIFICATIONS
Must have a high school diploma. Associates Degree from an accredited college or university, with major coursework in accounting or related field, preferred AND (2) years of experience in payroll, accounts payable, bookkeeping; OR an equivalent combination of education, training, and experience. A valid Texas Drivers License is required.

The position requires frequent use of computers. Occasional ability to lift, carry and put away such items as records and office supplies of moderate weight of up to 40 pounds. Moreover, while the position is largely administrative, the employee may sometimes be required to directly participate in other activities, and may be required to stand, walk, stoop, kneel or use hands to operate equipment, objects, or controls; and reach with hands and arms.
