POSITION SUMMARY:
Under general supervision of the Foreman, the Water Quality Compliance Coordinator is responsible for collecting, sampling, and testing all water samples required to maintain a safe, potable water supply for human consumption in accordance with the Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ). The incumbent will also prepare and maintain regulatory compliance sampling records; operate and maintain field and laboratory equipment; respond to customer inquiries and complaints; and perform other related duties.
ESSENTIAL DUTIES and RESPONSIBILITIES:
– Collects water samples from locations at times required for testing; ensures appropriate procedures are followed to avoid sample contamination or other issues which may affect accurate test results.
– Flushes water mains to ensure water quality throughout the distribution system. Provides guidance and information to customers regarding the Citys water flushing program.
– Performs required water sample testing using hazardous materials, and records test results. Coordinates sampling activities with other City departments. Communicates with laboratories for delivery of samples and analytic results.
– Develops and maintains database and records relating to water quality, including spreadsheets, files, maps, and other mediums to record dates, locations, test results, etc.
– Monitors, updates, and ensures currency of the water quality monitoring plan required by TCEQ.
– Provides monthly, quarterly, annual, and tri-annual required samples and data to TCEQ as required.
– Orders, maintains, uses, and safely stores all chemicals and/or hazardous materials required for water quality testing. Monitors and maintains supply inventory, including various types of sampling supplies and equipment.
– Operates, calibrates and maintains all testing equipment, and performs repairs as needed.
– Responds to and investigates customer complaints regarding water related issues. Represents the City to customers and regulatory agencies.
– Adheres to personnel, safety, and department policies and procedures.

REQUIRED KNOWLEDGE, SKILLS, and ABILITIES:
– Basic knowledge of equipment, tools, and related computer hardware and software applicable to the position, including SCADA.
– Basic knowledge of or ability to learn relevant local, state, and federal laws pertaining to the responsibilities of the position.

MINIMUM QUALIFICATIONS:
– High School Diploma or GED required.
– A minimum of two (2) years of experience in water sampling required.
– Supervisory or lead role experience preferred.
– Class C Wastewater, and/or class C Water Distribution recognized through TCEQ.
– Must have valid Texas Drivers license prior to employment.
– Must obtain a class B CDL Drivers License within six (6) months of start date.
– Must pass a pre-employment screening, background check, employment eligibility verification, and be licensed by and maintain licensing through TCEQ.
PHYSICAL DEMANDS and WORK ENVIRONMENT:
The essential functions of this position are frequently performed in an outdoor environment with various physical requirements.Exposure to inclement weather, including, but not limited to; rain, wind, extreme heat, extreme cold, sleet, snow, and other scenarios.Position requires frequent repetitive motions, lifting various weights often heavy in nature, fine dexterity and the ability to clearly see and hear.Frequent pushing, pulling, bending, stooping, crouching, climbing, digging, carrying, lifting and kneeling will be required for some duties.Some work such as the general building or equipment maintenance may be performed indoors.
