The Health and Safety Specialist at the Sweeny Refinery conducts risk assessments, develops safety policies, trains staff, ensures workplaces follow safety regulations, and investigates incidents to prevent future accidents. They provide technical safety guidelines and assist in safe job planning and execution to support operations and maintenance activities. These repsonsibilities include overseeing OSHA required compliance programs (e.g. Hot Work Permitting, Confined Space Entry, and Respiratory Protection).

Responsibilities May Include:

Provide daily safety support to maintenance and operations through attending safety meetings, visual presence in the field, offering safety guidance and consultation on daily work activities

Provide daily safety expertise to ensure compliance with company and regulatory regulations in the areas of Safe Work Practices to include, LTT (Lock, Tag & Try), Fall Protection, Confined Space Permitting, PPE Selection, etc.

Provide safety support and coverage for Turnarounds, including pre work support with isolating equipment, blinding, LTT, and provide coaching / management to upgrade safety personnel

Will be expected to work night shifts during turnarounds

Conduct Health & Safety training to new hires, contractors, vendors, and visitors

Assist the site Industrial Hygienist in conducting personnel and area exposure monitoring

Participate and lead incident investigations

Participate in medical case management for both employees and contractors

Utilize incident tracking software (Sphera) to track and trend safety/audit items

Leading/Participating in audits: Peer reviews, required standards audits, corporate audits, insurance audits, PSM audits, etc.

Issue confined space entry permits after verifying isolation and atmospheric conditions

Provide rotational 24/7 safety call out support for the refinery/terminals

Provide safety guidance / coaching in an emergency response scenario (e.g. leaks, spills, fire, power loss, abnormal operating conditions, etc.)

Work in a team environment to ensure daily activities are conducted in a safe and efficient manner

Participate in the Health & Safety Standards Review Committee to ensure changes to standards comply with regulatory and company requirements

Participate, support, and promote VPP activities to ensure employee engagement

Support Area Safety Teams through field audits, data collection and dissemination, and participation in safety initiatives

Participate on the Site Air Monitoring Team and other Emergency Response Teams as needed

Other requirements as directed by the Health & Safety Team Lead

Required Qualifications:

Legally authorized to work in the job posting country

Bachelor’s degree in Health & Safety or equivalent

3 or more years of experience in the Health & Safety field

Proficient with MS Office products

Working knowledge of the principles of Industrial Hygiene

Must be willing and able, with or without reasonable accommodation, to comply with the following:

Ability to spend 80% of time in the field, climbing ladders, stairs, etc.

Working knowledge of hazardous atmospheric monitoring equipment and application

Travel up to 5% of the time

Occasional on-call duties

Work extended hours, which may include evenings, weekends, and holidays

Transport articles up to 50 pounds

Work safely near large, hot, high-speed machines.

Climb ladders and stairs up to 200 feet in height.

Work around chemicals, including acids and bases.

Work around hydrocarbons under high pressure and heat.

Work outside in harsh weather conditions.

Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)

Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven).

Preferred Qualifications:

Experience working in Health, Safety, Environmental, Process Safety or Emergency Response

Ability to learn refining process and associated equipment

Strong written and verbal communication skills

A self-starter, problem solver, and show initiative

Certifications associated with Health & Safety (GSP, CSP, TES, etc.)

The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
