Summary This position is a Facility Operations Specialist, GS- 1640-9/11 working in Los Banos, California for the R8-San Luis National Wildlife Refuge Complex. Responsibilities As a Facility Operations Specialist your duties will include but are not limited to the following: The Facility Operations Specialist works from the San Luis National Wildlife Refuge (Refuge) and supports all aspects of facilities infrastructure, and habitat management for the San Luis National Wildlife Refuge Complex (Complex) and Region 8 Maintenance Districts (District). Works with Refuge Managers to implement Refuge Habitat Management Plans including all aspects of wetland and upland habitat restoration and enhancement. Works with Refuge Managers and Contracting Officers to develop, monitor, and manage contracts to improve Refuge facilities and infrastructure. Works with Refuge Managers and Maintenance Professionals within the Complex and District to develop, plan, and implement Maintenance Action Team projects and serves as a Collateral Duty Safety Officer. Works closely with Administrative Professionals to manage the personal property inventory for the Complex and acquire necessary supplies and equipment to successfully implement infrastructure improvement projects throughout the District. Additionally, the Facility Operations Specialist mentors and trains Maintenance Professionals at the Complex and throughout the District. Requirements Conditions of Employment Qualifications Only experience and education obtained by 10/28/2024 will be considered. In order to qualify for this position you must possess the Minimum Qualification. Minimum Qualification [GS-9]: One year of specialized experience comparable in scope and responsibility equivalent to grade GS-7 in the Federal service. Experience may include: 1) Utilizing a computer based system and/or software application such as word processing, spreadsheets, and knowledge of an asset/inventory management/coordination systems; 2) Assist with managing and scheduling work, preparing cost estimates, job plans, specifications, and construction project budgets; 3) Data entry into a project management tools/database to ensure accurate costs, timelines, and records; 4) Read engineering drawings and specifications pertaining to facilities operations to assist with accomplishing assigned tasks. OR A masters or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related, with major study in engineering, industrial arts, property management or business administration. OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. Minimum Qualification: [GS-11]: One year of specialized experience comparable in scope and responsibility equivalent to grade GS-9 in the Federal service. Experience may include: 1) implementing an asset management and condition assessment program in an operation of limited complexity; 2) inspecting facilities to evaluate use patterns and identify maintenance or restoration requirements; 3) developing corrective plans and cost estimates related to identification of maintenance or restoration needs. OR A PhD or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M, if related, with major study in engineering, industrial arts, property management or business administration. OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
