THE POSITION

Douglas County – Solid Waste

On-Call Position / Non-Benefited / No Guarantee of Hours

Job Summary:

This position safely and skillfully operates diesel trucks/trailers and other heavy equipment used by the Solid Waste division in support of maintenance and transportation of transfer boxes to/from County solid waste landfills and transfer sites; performs routine maintenance on equipment; and performs other related manual tasks associated with the maintenance and servicing of the landfill and transfer sites. On-Call positions are non-benefited positions with no guarantee of work hours, and are used during vacancies and/or staffing shortages, or as needed for short-term special projects. All positions require a valid Oregon Commercial Driver’s License at time of appointment.

Essential Functions:

This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.

Skillfully operate large diesel truck and four-wheel trailer to transport loaded transfer boxes from County transfer sites to the main Roseburg landfill, empty the boxes; and return empty boxes to transfer site(s).

Load and safely transport equipment and materials as needed.

Occasionally operate a variety of equipment such as compactor, dozer, self-propelled scrapers, front end loader, tub grinder, knuckle-boom loader, and other related landfill equipment used in maintaining the solid waste landfill and/or transfer site locations.

Perform pre- and post-trip inspections and promptly perform minor repair on assigned equipment as needed; report repairs and/or servicing required.

POSITION REQUIREMENTS

SKILLS/QUALIFICATIONS:

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. However, the following is preferred:

At least two years of experience in the operation of diesel trucks transporting equipment, operating and performing minor maintenance of heavy equipment

Required:

At time of appointment, must possess a valid Oregon Class A Commercial Driver license with tank and air brake endorsements.

Regular and consistent attendance

In addition to the above requirements, applications will receive further evaluation based on considerable knowledge of safely operating large diesel trucks with four-wheel trailer, loading/unloading/transporting trailers; considerable knowledge of equipment, materials, practices and procedures used in transfer site operations; considerable knowledge of minor repair of equipment; thorough knowledge of safety procedures and traffic laws governing operations of motor vehicles, diesel trucks pulling trailers, and hauling equipment on public roads.Skill in performing specialized work; performing maintenance on equipment; safe operation of equipment under adverse conditions.Ability tocommunicate effectively in both oral and written forms; estimate time and materials and manage time efficiently; make decisions independently in accordance with established policies and use initiative and judgment in carrying out tasks and responsibilities; work well with others; understand and follow instructions; utilize problem identification and resolution techniques; remain calm and use good judgment during confrontational or high pressure situations; courteously meet and deal effectively with other employees, contractors, vendors and the public.

SCREENING & EVALUATION

While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background check as part of a contingent offer of employment.

Employment is contingent upon a pre-employment drug screen. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the Countys drug and alcohol policy. To determine if physically qualified to perform the essential functions, employment offer is conditional upon satisfactory results of a post-offer medical and hearing exam conducted at county expense.

Part-time employees budgeted less than .50, and temporary employees, shall be front loaded up to a maximum of 40 hours of annual sick leave, that may be used for qualifying reasons as set forth in Oregons Sick Leave Law as amended from time to time. Front loaded sick leave may be pro-rated in the manner described in this rule (see table listed in rule (http://www.co.douglas.or.us/hr/personnelrules/rules/rule09.asp#9.3) ). Sick leave hours do not accrue or carry forward from one year to the next. For the purpose of this provision of the sick leave rule, a “year” is the Fiscal Year from July 1 to June 30. Once the Fiscal Year has started, newly hired part-time/on-call/temporary employees shall not be eligible to use sick leave until their 91st day of employment, unless otherwise required by law.
