Title: Training and Data Specialist
Two open positions
Location: NYC, New York
FTE: Full Time
Annual Salary$65,000 to $67,000
Scope of Responsibility: As per the duties listed below, the Training and Data Specialist provides training and technical assistance and carries out other activities associated with the OTDA project for Training Field-based Staff in NYC.
Reporting Relationship: Reports to the T7 Training Project Coordinator.
Job Duties:
General testing of various systems changes to the Welfare Management System’s (WMS) subsystems such as Eligibility, Undercare, Benefit Issuance, Client Notices, External Budgeting, and/or Mass Re-budgeting;
Writing systems specifications and test plans;
Testing and debugging software changes made to WMS by the Office of Information Technology Services (ITS) staff; writing detailed computer problem logs for problems identified in testing software;
Providing technical assistance to ITS as they implement those changes to WMS once debugged;
Providing technical support to New York City’s (NYC) Human Resources Administration (HRA) centers on WMS software issues;
Assisting in identifying errors in case processing; developing responsive training to ensure corrective action of the identified training need;
Developing case examples and initiating support procedures to maintain the training database;
Assisting State staff with monitoring TANF/SNAP policy applications;
Providing individual-level training and/or technical assistance to support implementation needs, case processing, and policy applications; in summary, providing overall, supportive training and technical assistance as needed;
Timely submission of required documentation (e.g., quarterly reports, timesheets, performance appraisals, specified reports as directed, etc.); and
Other duties as assigned by LEADS supervisor.
Required Qualifications(Include education, experience and other requirements):
Bachelor’s degree in related field and at least one year of experience in the testing, training, or operation of a human services-related computer system, with a preferred emphasis on systems such as the Welfare Management System (WMS)
OR
Bachelor’s degree in related field and at least two years of relevant experience providing technology training or related activities working within a large database environment
Excellent writing, editing, and proofreading skills
Excellent verbal and communication skills
Demonstrated ability to work independently and in a team environment under supervision
Strong organizational skills and the ability to effectively manage multiple tasks and deadlines
Demonstrated proficiencies using Microsoft products, particularly MS Access, Excel, and Outlook
Ability to work variable days to meet operational objectives of the project
Ability to travel throughout New York City (Bronx, Brooklyn, Manhattan, Queens, and Staten Island) to deliver training, technical assistance, or attend meetings as needed
Preferred Qualifications:
Specific knowledge/experience in the delivery of social services programs such as TA, HEAP, or SNAP
Experience working in or with a community-based organization, state, or county social services agency
Familarity and experience using IBM Cognos Analytics (Reporting)
Familiarity and experience using Web conferencing technology (i.e., Zoom, WebEx, MS Teams)
Experience using Abode Acrobat Pro, including FrameMaker
Physical requirements:Must be able to:
Carry A/V equipment and materials independently;
Arrange classroom furniture for training room set-up.
Travel Requirements:Must have reliable transportation and availability to travel throughout New York City (Bronx, Brooklyn, Manhattan, Queens, and Staten Island) to deliver training, technical assistance, or attend meetings as needed.
