Duties Description The Contract Management Specialist 1/Trainee 1/2 duties within the Capital Bureau in Niagara Falls will include but are not limited to the following:• Review Bureau contracting/purchases for fiscal, procurement and programmatic correctness; adherence to Agency policy; compatibility with agency programs and goals, availability of funds; and appropriateness of fees;• Evaluate program needs and performance; prepare or assist with preparing reports to ensure that all applicable laws, rules, and regulations are adhered to and that proposed purchases/contracts represent “best value” to New York State;• Review Bureau budget modifications to determine the impact on programs and purchasing to ensure continued compliance with applicable regulations;• Provide program guidance, technical assistance, and training to agency staff and/or vendors to facilitate the management, procurement and ensure control requirements are met and to improve efficiency and workflow for various programs;• Develop and maintain effective working relationships with Agency administrators, program staff, and regional staff to predict, assess, troubleshoot, and resolve technical, program and customer service issues and problems;• Interact and correspond with stakeholders regarding status of applications, orders, refunds, and other bureau transactions, and associated data management;• independently reviews and recommends approval/disapproval Sole/Single Source Procurements, and other related financial documents;• submits procurement documents to the Office of the State Comptroller, performs on-site and central reviews of contract implementation and performance, and monitors voucher payment process for assigned contracts and purchasing processes;• proposes changes to existing program guidelines or assists in the development of new guidelines, participates in the bidder debriefing session, and conducts or directs research into prevailing industry trends and prices.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
