Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:Minimum qualifications: Forester Trainee 1:A bachelors or higher degree in ecological forest management, forest biology, forest ecosystem science, forest health, forest resource management, forestry, Natural Resources Planning, Natural Resources Management, Natural Resources Conservation, or urban forestry.ORA bachelors or higher degree including or supplemented by 24 credits in any of the following; dendrology, entomology, environmental planning (as part of a forestry program), environmental policy (as part of a forestry program), environmental resource management (as part of a forestry program), forest ecology, forest ecosystem, forest entomology, forest inventories, forest pathology, forest management, forest measurement/inventory, forest recreation, forest recreation management, geographic information system (GIS), natural resources planning, natural resources policy, pathology, plant entomology, plant pathology, silviculture, soils, surveying, or wilderness management.Forester Trainee 2:You must also have: Either 1: One year of professional experience in forestry; OR 2: A masters or higher degree in ecological forest management, forest biology, forest ecosystem science, forest health, forest resource management, forestry, Natural Resources Planning, Natural Resources Management, Natural Resources Conservation, or urban forestry.Forester 1:You must also have: Either 1: Two years of professional experience in forestry; OR 2: A masters or higher degree in ecological forest management, forest biology, forest ecosystem science, forest health, forest resource management, forestry, Natural Resources Planning, Natural Resources Management, Natural Resources Conservation, or urban forestry AND One year of professional experience in forestry.Candidates may also be appointed via the following:Reassignment – Currently in the title and an employee of DECorReinstatement – Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.orTransfer – One year of permanent competitive service at Salary Grade 11 or higher and:Eligible for transfer under Section 70.4: Must meet the minimum qualifications aboveorEligible for transfer under Section 70.1: Environmental Program Specialist 1 (Natural Resources), Forestry Technician 2 and Forestry Technician 355-b/55-c Appointment- Must meet minimum qualifications above and include a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
Duties Description This Forester, under the direction of the Regional Wildlife Manager, will work collaboratively with Biologists to develop plans and implement projects related to the management of forest habitats on Wildlife Management Areas (WMAs) in DEC Region 8. This includes the following tasks:Contribute to drafting management plans:- Coordinate staff efforts to maintain current forest inventory data on regional WMAs. – Assist with writing and reviewing Habitat Management Plans and Unit Management Plans. – Recommend appropriate forest treatments and implementation schedules to achieve wildlife habitat objectives, including Young Forest Initiative goals. Implement appropriate forest management actions on WMAs throughout the region:- Write timber management prescriptions. – Work with regional and central office staff to initiate and administer timber sale contracts and non-commercial service contracts. – Oversee contractors to ensure completion of work and compliance with contract conditions. – Coordinate forest health management and forest invasive species management on WMAs. – Assess the effectiveness of implemented forest management actions. Provide supervision to forestry technicians:- Manage one or more technicians to perform activities associated with forest management on WMAs, such as forest inventory, timber marking, and collecting data.Other duties include:- Prepare reports, provide public outreach, and present information to the public. – Participate in team discussions and meetings. – Maintain asset and transportation data layers for regional WMAs. – Assist with overall access and habitat management on WMAs as needed. – Meet schedules and assure plans are accurate and complete.- Conduct other activities as assigned by supervisor.Essential skills and functions include tree identification, tree diameter and height measurement, gathering field data using a hand-held GPS unit and/or electronic data collector, ability to use 10 BAF prism, clinometer, tree scale stick and other related equipment, assist with forest type and asset mapping using GIS technology.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain.Must be able to work in remote areas.Must be able to work in adverse weather conditions. Travel may be required.Overtime may be required.
