Summary This position is located at the Corporal Michael J Crescenz VA Medical Center. The primary purpose of the Group Practice Manager (GPM) is to provide oversight and administrative management of all clinical care services in the VA Medical Center, as it relates to access to care as applicable. Responsibilities Lead program planning and execution for VHA-approved program of clinic practice management at the VAMC level Provide access related consultative services to the VAMC, VISN, and National Leadership. Monitor business and clinical analysis recommendations across service lines to determine trends and impact at the facility level. Determine and implement business strategies. Serves as mentor and trainer to direct reports. Develop, implement, and monitor a facility level plan for sustainment and continuous improvement. Present continuous improvement plans to leadership, noting resource implications of recommendations. Analyze and interpret complex data. Research and prepare comprehensive reports. Ensure the timely review, analysis, and adjustment of marketing strategies, plans, and programs with the marketing office to meet the organizations needs and the changing market conditions. Provide administrative management for ambulatory care clinical support services. This may include interpreting policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to executive leadership on related issues. Identify and provide necessary management development and training needs of key staff members. Serve as the supervisor for a unit engaged in clinic access and data analytics. Performs other related duties as assigned. Work Schedule: Monday – Friday, 7:30am – 4:00pm. Telework: Available, as determined by the agency policy. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work Assign work to subordinates based on priorities, consideration of the difficulty of work and capabilities of employees Evaluate work performance of subordinates Give advice, counsel, or instructions to employees on work and administrative matters Interview candidates for subordinate positions, recommend appointments, promotions and reassignments Hear and resolve complaints, refer group grievances and serious, unresolved complaints to a higher level Effect minor disciplinary measures and recommend action for more serious cases Identify and arrange for developmental and training needs Find ways to improve production and increase the quality of work Develop performance standards You will be rated on the following Competencies for this position: Administration and Management Data Management Lead or Supervise Organizational Awareness Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Performance of the incumbents duties may require extensive walking per day to meet with the VAMC Pentad Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines. Work is typically performed in an adequately lighted and climate-controlled office. The employee may require occasional travel. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
