Summary About the Position: The Chemical Biological Center (CBC) is the nations principal research and development resource for non-medical chemical and biological defense. As a critical national asset, CBC supports all phases of the acquisition life-cycle from basic and applied research through technology development, engineering design, equipment evaluation, product support sustainment, field operations and demilitarization. Responsibilities Perform Human Resources (HR) work for a variety of Center initiatives to include: recruitment programs, retention planning, acquisition management, and/or organizational structure. Serve as a liaison with various Civilian Personnel Advisory Centers and resource management personnel on matters relative to personnel actions. Create position descriptions and request for personnel actions using automated personnel systems. Participate in special program areas including Lab Demo, Position Classification and Acquisition. Administer recruitment programs for students, interns and/or other focus group recruitments. Manage HR matters for the re-employed annuitant employees and the Intergovernmental Personnel Act mobility program. Manipulate and maintain a variety of personnel and manpower-related databases and management information systems. Perform data entry requiring a high degree of accuracy, writes queries to extract information, generates reports and troubleshoots system problems or data discrepancies. Collect, analyze, evaluates, and maintains operational personnel, manpower and historical data to prepare a variety of reports, such as organizational structure, resources utilization, mission, function, and work processes, etc. Requirements Conditions of Employment Qualifications Who May Apply: Only applicants who meet one of the employment authority categories below are eligible to apply for this job. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. DE-03/GS-12: Specialized Experience: One year of specialized experience which includes: extensive knowledge of civilian personnel policies, procedures, and regulations; and work as a liaison or advisor to management and other officials on HR personnel matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.
