Summary The Office of Strategic Communications is the trusted voice of the ODNI. We are seeking creative, dynamic and forward thinking communicators to develop and deliver our story to a wide range of audiences. Responsibilities The Office of Strategic Communications is the trusted voice of the ODNI. We tell todays intelligence stories to support tomorrows mission. The Office of Strategic Communications is charged with positioning the IC for the future through consistent and focused messaging and engagement that clearly communicates the vision, mission and direction of the IC over the next 5-10 years. The ICs mission is the subject of Hollywood movies, drama series, and front-page news. This position gives you the chance to do what all of those producers, writers, and journalists wish they could – tell the IC story from the inside. We are seeking creative, dynamic and forward-thinking communications officers to develop and deliver communications to a wide range of internal and external stakeholders. The Press Secretary leads and oversees the implementation of all external ODNI media engagements to enhance understanding and transparency of the ODNI and Intelligence Communitys respective missions, goals and strategies. The Press Secretary reports to the Deputy Assistant DNI for Strategic Communications (Operations). Serve as principal media spokesperson for the ODNI; prepare and facilitate public quotes for ODNI leaders and subject matter experts for print, web, radio or television media interviews. Lead a staff of communications professionals to provide ODNI leaders and components with substantive counsel on proactive external communications strategies. Lead the development of communication plans, news releases, media advisories, public affairs guidance, and responses to inquiries from United States (U.S.) and international media; develop news releases and other publicly releasable documents in accordance with approved style guide, e.g. “Associated Press Stylebook.” Use metrics to gauge the success of communication strategies and public engagements. Develop and maintain collaborative working relationships with staff in other communications organizations in the Intelligence Community (IC), and, as appropriate, members of the media, community leaders, policy groups, and/or concerned constituencies to provide information about ODNI mission, programs, and activities. Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Expert knowledge of the ODNI, IC, Congress, and the overall national security apparatus. Expert experience in media relations, public relations, or serving as a press secretary in U.S. government, or relevant private sector work. Superior ability to design and implement innovative and successful communication strategies for IC initiatives and programs. Superior oral and written communication skills with the ability to conduct and lead independent research, filter and synthesize data, and produce clear, logical, and concise products. Expertise in crisis communications. Superior interpersonal skills and the ability to interact with a variety of audiences and convey information to a variety of audiences with different levels of comprehension of ODNIs mission, vision and goals. Superior ability to build and sustain professional networks-including across the IC analytic and strategic communications communities-in a fast-paced, multi-tasked environment, and to manage competing priorities. Superior analytical and critical thinking skills, including the ability to think strategically and to develop and produce complex public affairs information and materials. Superior ability to manage competing priorities under strict deadlines while maintaining a high level of attention to detail; superior ability to work effectively with ODNIs senior leaders in a high profile and demanding office. The job requires the incumbent to hold a TS/SCI security clearance. Education Bachelors degree. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
