The opportunity

As the Contracts Portfolio Lead, you will be responsible for providing full life cycle contract management support and oversight for Federal Contracts Portfolio of Accounts and contracts. You will lead a team of Contract professionals that will be responsible to review and provide contract management for solicitations, proposals, bids, contracts, contract modifications, non-disclosure agreements, teaming agreements, and subcontracting agreements flow downs. You will perform reviews of contracts and proposals for compliance with internal policies, procedures and Federal Acquisition Regulations and laws. You will also develop and maintain strong working relationships with government contracting officers and internal stakeholders.

Skills and attributes for success

Responsible for managing a federal contracts portfolio from inception through close out

Responsible for the RFP reviews for compliance and risk assessments

Responsible for reviewing proposals for Government and internal policy compliance as well as drafting risk mitigation language

Works closely with internal and external general counsel office on legal issues and concerns

Develops recommendations for process changes and enhancements to improve efficiency

Responsible for ensuring contracts are in compliance with firm policies and procedures, as well as federal acquisition regulations (FAR) and reporting requirements.

Reviews Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), subcontracts and Requests for Proposals

Responsible for internal contract Kick-off process

Responsible for oversight of the internal contract Deltek charge code creation process

Monitor and evaluates changing federal contract requirements and industry trends and make recommendations/ modifications to policies/procedures as needed

Identifies contractual risks and issues, provides solutions, and recommends actions

Develops and integrates contract management tools, templates, methods, and processes for engagements

Work directly with Finance to ensure proper contract value, funded value, timekeeping, billing, and any other financial requirements are in compliance with internal policies and Government requirements

Experience with Deltek Costpoint (or other accounting system), project setup and charge codes

Highly experienced with leading Contracts Reporting (IFF, CAF, SCA and Small Business)

To qualify for the role, you must have

Excellent working knowledge of contract concepts and Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) and General Services Administration Acquisition Regulation (GSAR)

Knowledge and experience with GSA schedules

Experienced with project management and managing complex multiple projects

Ability to influence leadership on new ideas and approaches to improve processes

Ability to adjust quickly and adapt to changing priorities

Ability to provide contracts management of on large scale ID/IQs and GWACs proposals

Ability to work well independently as well as part of a team

Strong computer skills in MS Access, Word, Excel, and PowerPoint, as well as the ability to learn new computer applications

Experience with Deltek Costpoint

Bachelors degree or relevant experience

Knowledge of FAR, DFAR and other Federal regulations

Ability to lead, train, manage and mentor team members

Ability to contractually manage large federal accounts

Contract Management Certifications are a plus

15 years of Federal Contract Management

Must be able to obtain and maintain a Top-Secret clearance

We offer a comprehensive compensation and benefits package where you’ll be rewarded based on your performance and recognized for the value you bring to the business. The base salary range for this job in all geographic locations in the US is $123,600 to $238,000. The salary range for New York City Metro Area, Washington State and California (excluding Sacramento) is $148,400 to $270,500. Individual salaries within those ranges are determined through a wide variety of factors including but not limited to education, experience, knowledge, skills and geography. In addition, our Total Rewards package includes medical and dental coverage, pension and 401(k) plans, and a wide range of paid time off options. Our expectation is for most people in external, client serving roles to work together in person 40-60% of the time over the course of an engagement, project or year.
